BACKGROUND
The Programme Asossiate, SC6 will be based in Xiengkhouang Province and will work under the direct supervision of the Programme Policy Officer. The Programme Associate (PA) will support the promotion of Nutrition Component of the Sustainable Rural Infrastructure and Watershed Management Sector Project (SRIWSM) and Agriculture for Nutrition project phase II (AFN II) activities and will be the focal point for coordinating WFP support for promoting small holder agriculture and linking with nutrition.
KEY RESPONSIBILITIES:
Provide technical support and contribute to the design, development, and implementation of activities under Strategic Outcomes (SOs), ensuring alignment with broader programme policies and guidelines.
Deliver specialized project management support to ensure timely and effective implementation of activities in accordance with WFP policies, procedures, and established targets.
Ensure accurate and timely recording of programme data (e.g., distribution reports, digital data collection, progress monitoring), maintaining consistency and reliability of information shared with stakeholders.
Support capacity building of supervised staff through formal and informal methods, offering guidance, instruction, and collaboration with relevant counterparts and partners within assigned programme areas.
Monitor and support the implementation of WFP-supported activities in target districts and provinces, working closely with implementing partners and local communities.
Collaborate with district-level programme teams and local authorities—including Education, Agriculture, Health, Labour and Social Welfare, and the Lao Women’s Union—to ensure quality implementation of activities.
Assist supervisors in strengthening the capacity of District Community Facilitators (DCFs) and implementing partners.
Provide guidance to DCFs and target communities to ensure accountable and effective execution of activities.
Oversee programme implementation, ensuring adherence to established guidelines, standards, and quality benchmarks.
Align all work with team and organizational objectives, contributing to overall programme effectiveness.
Prepare, review, and finalize advance requests for workshops, trainings, meetings, and field activities conducted in districts and villages.
Regularly report on programme activities, achievements, and challenges, proposing actionable solutions to supervisors.
Facilitate effective communication and information exchange with internal counterparts to support collaboration, implementation, and monitoring of ongoing activities.
Perform other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of secondary school education bachelor’s degree in agriculture, nutrition, public health, social sciences is desirable.
Experience:
At least 6 years relevant working experience in the sectors of community development, agriculture support, rural development or equivalent is preferable.
Experience working with technical team and contributed to programme implementation.
Willingness to work with local communities and ethnic groups.
Knowledge & Skills:
Excellent word processing skills and excel skills.
Experience working in difficult locations with people of different backgrounds.
Ability to speak ethnic group language(s) is an asset
Knowledge of database and data analysis is an asset.
Fluency in both oral and written communication in English and Lao.
Languages:
Fluency in both oral and written communication in English language and Lao.
