DRC is seeking a highly qualified, enthusiastic, and action-oriented individual for the position of Humanitarian Mine Action (HMA) Team Leader – Supervisor based in Tripoli with the possibility of working in other areas wide Libya, for its growing HMA portfolio in Libya. This role contributes and provides support and guidance to operations while observing HMA activities.. Your main duties and responsibilities will be:

As the HMA Supervisor, you will be responsible for Supervising and managing the EOD/BAC teams in West Libya while remaining prepared for deployment to other areas in Libya when needed.

As the HMA Supervisor, you will be responsible for providing technical management and oversight of BAC/EOD activities and field operations and training of the Mine Action Programme, including safety and security, daily operational planning and implementation, and the direction and discipline of employed operational mine action personnel.

Provide support and guidance to the TFM/Operation Manager (OM) and HR during staff employment or termination processes.

Managing staff performance and professional development. Ensuring staff appraisals are conducted regularly.

Responsible for internal Quality Control (QC) and Quality Assurance (QA), and/or tasking and management of quality management assets.

Provide liaison on technical questions with NMAA/LibMAC as necessary.

Supervise NTS teams when you are tasked by OM.

Supporting TFM/OM in refresher training for the EOD/BAC team when necessary.

Assist the TFM/OM in developing the project’s technical contribution to the national mine clearance capacity.

Develop and maintain the DRC HDP technical procedures for project operations in cooperation with the TFM/OM, as per DRC HDP SOPs and approved National Mine Action Standards (NMAS)

Assist the TFM/OM in maintaining the reporting mechanisms and producing proper records and reports on all aspects of technical operations. This includes daily/weekly/ monthly reporting.

Assist the TFM/OM in the training of managerial staff where their tasks may require an understanding of technical mine clearance policy or procedure.

Establish and maintain relationships at a technical level with all organizations (civil, commercial, military or humanitarian) involved in mine actions in the project area and keep TFM/OM informed.

Pursue contacts with other mine action organizations throughout the country whenever possible. In order to be informed and to assist in informing the DRC of the status of ongoing or new technical initiatives in the HMA sector.

In coordination with the HR department, keep a record of all training carried out by all employees. The training record shall be kept up to date and a copy be held with the employee’s records or as part of the DRC HDP staff training file for internal & external QC purposes.

Liaise with the NMAA/LibMAC External Quality Assurance section/Operational cell to ensure that all necessary checks are carried out in a timely and efficient manner.

Support TFM/OM in the capacity-building process, including training and coordination, whenever possible.

Fully comply with the DRC Code of Conduct and ensure its implementation by all operational national staff.

Be familiar with IMAS, NMAS, and DRC HDP SOP and procedures in relation to NTS/EOD/BAC

Regularly inspect and check tools, equipment, and work requirements, coordinating with support services and logistics to ensure all necessary resources are provided for efficient HMA operations.

Coordinating with the other HMA team leads to conducting other reasonable tasks as directed by the Line Manager.

Carry out any other responsible task as directed by the TFM or OM.
About you
To be successful in this role we expect:
Required

Certificate/Accreditation of participation in a MMC/BAC/EOD Training by recognized INGO.

Knowledge of Battle Area Clearance procedures.
-
Understanding of contamination size and problem in Libya country
-
Minimum 5 years of professional experience with an HMA national or international organization.

IMAS EOD Level 3 certificate is required.

Excellent skills in MS Word, Excel, and PowerPoint.

Advanced English proficiency.
-
Fluency in local languages.

Valid driving license category class A.

Good organizational and communication skills.
