Introduction
The Green Climate Fund is the world's largest dedicated multilateral climate fund and invests in impactful, innovative, catalytic programs and projects in developing countries across the globe. By the end of 2023, GCF had a portfolio of 243 projects in 129 countries, committing a total of USD 13.5 billion to date.

Position Objective
The Global HR Centers of Expertise (CoEs) Lead will spearhead the strategic design, development, and implementation of specialized HR programs and frameworks within the Centers of Expertise. These CoEs encompass core domains such as Talent Acquisition, Total Reward, and Talent Management, along with emerging priorities tailored to organizational growth. The Global HR CoEs Lead will work collaboratively with cross-functional leaders and HR Business Partners to embed these frameworks into GCF’s operational fabric, driving organizational impact through sustainable and forward-thinking HR practices.
Purpose

Lead the design and implementation of strategies and frameworks around talent acquisition, talent management and compensation programs to attract, nurture, develop and retain top talent while supporting the GCF’s mission and core values

Define the strategic direction for the HR Centers of Expertise (CoEs), ensuring alignment with GCF’s organizational objectives and strategy.

Lead, mentor, and inspire a team of HR experts, fostering a culture of innovation, collaboration, and accountability.

Ensure the seamless integration of CoE initiatives with HR Business Partners (HRBPs), business units, and management teams to embed programs across the organization.
Engagement

Lead the development of forward-thinking HR policies and programs that strengthen workforce capabilities and enhance employee experiences.

Act as a strategic advisor to senior leadership on complex HR challenges, providing actionable insights and recommendations.

Develop and promote COE initiatives such as strategic workforce planning, leadership development, succession planning and compensation structures that ensure buy-in from key stakeholders.

Build strong partnerships with HRBPs, senior leaders, and external stakeholders to identify workforce requirements, align COE functions to co-create solutions that address organizational priorities and enhance employee value propositions (EVPs).

Represent GCF in external HR forums, benchmarking against best practices in global HR management.
Delivery

Oversee global talent acquisition strategies, ensuring the recruitment of top-tier talent aligned with organizational needs.

Develop and lead a comprehensive total rewards strategy, ensuring alignment with business goals and talent strategies across global markets.

Lead the design and delivery of performance management frameworks that emphasize accountability, growth, and development. Deliver innovative training programs.

Establish and regularly monitor and evaluate metrics for success across the performance and impact of CoE initiatives, identifying opportunities for continuous improvement.

Collaborate on the development and maintenance of HR technology systems that support CoE functions.
Requirements (Education, experience, technical competencies required of the job)
-
Master’s degree in HR, Business Administration, Organizational Studies, Psychology, or relevant fields. A Bachelor's degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement;

At least 13 years of relevant work experience in Human Resources Management (HRM) covering all the relevant areas — performance management and development, learning and training, career development, talent acquisition, staff engagement, total rewards and retention initiatives;

Proven experience in a leadership role overseeing global CoEs in international organizations.

Strong understanding of HR best practices, international employment laws, and regulations.

Strong experience in Talent Management is a plus; Strong knowledge of talent development frameworks and best practices.
