Job Overview/Summary:
The Humanitarian Access & Security Manager (HASM) will support the development and implementation of humanitarian access and security management plans in compliance with IRC’s strategy and in alignment with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles. The HASM reports to the Senior Humanitarian Access & Security Coordinator (SHASC) providing support to all current and future IRC locations in across Libya. The HASM will identify changes and trends in the access and security environment in Libya and will ensure that adequate and up-to-date policies, security management plans and procedures are in place, and known to all staff. The incumbent will work closely with key stakeholders to support the implementation of high-quality training and capacity strengthening programs to all national and international staff based in Libya.
Major Responsibilities:


Safety and Security Risk Management

  • Provide technical support to the SHASC on all policies, procedures, guidelines and planning for staff safety, operational security, and program continuity.
  • Support the SHASC to develop, review and update the Security Management Plans for Libya.
    Support the Field Humanitarian Access Officers and all field Security Focal Points to implement SOPs and contingency plans.
  • Support preparedness efforts in anticipation of contextual changes to ensure the continuity of operations and program delivery.
  • Evaluate, review, and update the hibernation and evacuation plans for all IRC premises in Libya, and ensure that the practical preparations are in place and known to all staff involved.
  • Conduct risk assessments of contracted and prospective offices, guest houses and program delivery sites. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment to ensure that minimal conditions for security are being met.
  • Conduct safety inspections of IRC facilities such as monthly fire safety checks.
  • Manage minor security incidents in offices or program delivery sites.
  • Support the SHASC and Senior Management Team in responding to major security incidents.
  • Work closely with the Field Coordinator to ensure that all incidents and accidents are reported in a timely manner.
  • Conduct security risk assessments as required.
  • Provide technical input and advice on assessments for entering new geographic areas.
  • Ensure that accurate, up-to-date security/communications information is available in appropriate local language(s) to all staff based in Libya.
  • Provide orientation and capacity building to all staff including drivers, security guards and volunteers on security policies and procedures.
  • Provide security induction to new hires and security briefing to IRC visitors.
  • Provide technical advice and support to IRC partners in Libya on safety and security management.

Humanitarian Access Management

  • Support the SHASC in developing and implementing humanitarian access strategies and approaches tailored to local contexts across Libya.
  • Ensure humanitarian access approaches are responsive to local context and include overarching community engagement components.
  • Support IRC teams to conduct principled and sustainable negotiations with relevant local actors in line with humanitarian principles, humanitarian needs, duty of care principles, and IRC’s strategy.
  • Engage regularly with local communities and local/national stakeholders to contribute to the enhancement of IRC’s image, reputation, and acceptance.
  • Work with appropriate IRC units, including HR, to ensure timely and appropriate follow-up to violations of IRC’s Code of
  • Conduct, in addition to operational breaches to humanitarian principles.
  • Monitoring, Reporting & Analysis
  • Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security.
  • Prepare and disseminate regular updates to senior field and country management team.
  • Provide timely area-based access analysis based on programmatic demands.
  • Report all security and access incidents in a timely manner on IRC’s online internal reporting platform.

Staff Management and Development

  • Coach, train, supervise and mentor direct reports, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

Supervises: Humanitarian Access Officers
Other Internal and/or external contacts:
Internal: Field Coordinators, Program Managers, Program Focal Points.
External: NGOs, other humanitarian actors, local implementing partners, UN agencies, UNDSS, international organizations, local authorities, and service providers.


Minimum Qualifications:

Job Requirements:

  • Bachelor’s degree.
  • A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing complex operations in a field set-up.
  • Experience in providing clear dynamic briefings and analysis of unfolding access and security situations when they occur (both written and verbal)
  • Proven ability to prioritize tasks and meet deadlines.
  • Solid ability to provide team building, coaching, and development for staff.
  • Strong organizational and coordination skills.
  • Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums and with external stakeholders.
  • Strong negotiation and mediation skills essential, with a demonstrated ability to influence without authority.
  • Experience of working successfully with local stakeholders such as local and international NGOs, local authorities, government etc. with sensitivity and diplomacy.
  • Experience in design and supporting training engagements with staff and partners to enhance skills and adapt to changing program demands.
  • Fluent in written and spoken English and Arabic.
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint.
  • Ability to Travel: 50% travel, primarily within Libya.
