Background:

Ending violence against women is a priority area in UN Women’s global and regional strategic plan.

Gender-Based Violence Prevention in Southeast Asia

Violence against women (VAW) is one of the most widespread violations of human rights worldwide, globally affecting around one in three women in her lifetime. Regional evidence suggests that a similar rate applies in the Asia-Pacific region, with wide ranging differences in specific contexts and populations. VAW is a human rights violation resulting in immediate and long-term physical, sexual, economic, and mental health consequences for the survivors. The impacts of VAW go beyond survivors, affecting families, communities, and countries. However, research suggests that VAW is preventable. Elimination of VAW requires a holistic approach focusing on both response to and prevention of VAW at distinct levels, including individual, community, institution, societal and governmental levels.

The work of the Ending Violence against Women (EVAW) Section within UN Women’s ROAP maintains a comprehensive approach to ending violence against women. This includes transformative approaches to building environments and institutions that do not accept violence, that support gender equality, and that hold perpetrators of violence accountable. The approaches of the EVAW section focus on evidence and practice-based knowledge production and dissemination, informing legislation and policies, prevention and social norms change, ensuring quality essential services for survivors, creating safe public spaces in different settings, and supporting women’s rights organizations and movements to end violence against women.

UN Women has partnered with the Australia Department of Foreign Affairs and Trade (DFAT) and the United Nations Population Fund (UNFPA) to co-design the Southeast Asia Gender-based Violence Prevention Platform (the ‘Prevention Platform’). To support the aims of the Prevention Platform, UN Women and UNFPA are implementing a UN Joint Programme (JP) which will support policy advocacy, knowledge and skills building, and stakeholder engagement on prevention of violence against women in Southeast Asia, especially with policymakers. UN Women is the Convening Agent and a participating UN agency, where it leads and coordinates the substantive aspects of the programme and implements activities.

Based in the UN Women Regional Office for Asia and the Pacific (in Bangkok, Thailand), the Monitoring and Reporting Analyst will work under the supervision and guidance of the Regional Coordination Specialist on Gender-Based Violence Prevention to implement the UN Joint Programme on Prevention. The incumbent will work in close coordination with the UN Women EVAW team in ROAP and country offices, as well as with UNFPA, DFAT and the Prevention Platform team. H/She will be responsible for monitoring and reporting on the JP implementation, tracking against the JP targets, and reporting results to internal and external audiences. The role will also involve liaising with partners, consolidating inputs, and supporting the learning agenda of the programme. 

Key Functions and Accountabilities:

1. Contribute to the monitoring and tracking of the Joint Programme results

•    Contribute to the establishment of a monitoring and reporting plan, together with the Regional Coordination Specialist on Gender-Based Violence Prevention, for the successful tracking of the JP with appropriate data sources, collection methods, analysis plans, quality controls and resource requirements in alignment with the JP Result’s Framework and Monitoring, Evaluation and Learning Framework (MELF).
•    Contribute to designing  mechanisms of monitoring and tracking the programme to determine progress towards targets and whether it is achieving intended outcomes and impact.
•    Collect, analyze, and validate quantitative and qualitative data from diverse sources, including through liaison with various stakeholders, UN Women country offices, UNFPA and the Prevention Platform partners. 
•    Enter, update and monitor donor commitments and reporting deadlines, including but not limited to within the donor agreement tracking system. 
•    Support the establishment of strong working relations between partners to ensure coordination and cooperation for results-based quarterly reporting. 

2. Facilitate and substantively contribute to reporting for internal and external audiences, including the donor

•    Prepare progress notes on the JP for presentation during the monthly JP Team technical meetings.
•    Document progress of the JP against project implementation plans, results matrix, milestones and targets and quarterly and yearly reporting, including to the JP Steering Committee.    
•    Co-ordinate and consolidate Agency and Partner inputs to annual reporting according to the agreed Donor reporting timeframe using official templates.
•    Facilitate coordination with UNFPA to ensure harmonized and timely reporting. 
•    Facilitate the clearance of donor reporting and agreements with the Monitoring and Reporting Unit.

3. Contribute to knowledge management and communications
•    Contribute to the development of knowledge management processes, methods, and tools to compile lessons learnt and good practices to guide programmatic changes and inform future interventions.
•    Maintain data and information in a structured way to feed into regional and global corporate reports and knowledge products, the mid-term review and final evaluation.
•    Prepare talking points, power point slides, and inputs for communications and other materials as requested.

4. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
•    Attend Regional and Local Project Appraisal Committees when requested.
•    Support EVAW annual workplan development and partner selections related to the JP when requested.

Recruitment Qualifications

Education and certification:

•    Master’s degree (or equivalent) in Political or Social Science, Social Work, Economics, International Development Studies, Law, Gender/Women's Studies, or a similar related field is required.
•    A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
•    A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

•    At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes and applying RBM is required;
•    Experience with monitoring, measuring and reporting related to gender equality and ending violence against women is an advantage 
•    Experience in monitoring and/or reporting in the United Nations systems is an advantage;
•    Experience with monitoring, measuring and reporting related to prevention of violence against women is an advantage; 
•    Field experience is an asset.
•    Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
•    Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
 

Language Requirements:

•    Fluency in English and Thai is required
•    Strong written communication skills in English is required; 
•    Knowledge of another official UN language is an asset.
