Reporting to the Head of External Relations, the Partnerships and Programme Assistant works with and provides support to the External Relations Unit (ERU). ERU is made up of the Resource Mobilization & Partnerships, Advocacy, and Communications teams. The Partnerships and Programme Assistant carries out a variety of general and standardized tasks consistent with UN Women rules and regulations to help the unit drive forward its ambitious plans to expand resources, partnerships, and visibility in the region. The Partnerships and Programme Assistant provides administrative, logistical, and programme assistance to the unit to enable smooth implementation of the unit’s strategic objectives.
Key Functions and Accountabilities:
1. Provide administrative support to the financial management of the External Relations Unit:
• Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
• Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
• Prepare non-PO vouchers for projects;
• Create requisitions in Quantum system for projects; register good receipts in Quantum;
• Provide administrative support in the preparation and tracking of the unit’s work plans and budgets, including tracking the delivery of funds.
2. Provide administrative support for streamlined and effective contract management, recruitment and renewal of consultancy positions with the External Relations Unit:
• Provide administrative support in the recruitment of a range of consultancy positions for the External Relations Unit;
• Process and support the amendment, extension and renewal of standard and complex contracts in accordance with HR and Procurement rules and regulations;
• Regularly and closely monitor contracts, particularly retainer contacts that are shared with other units and offices;
• Process payments for consultants, as delegated.
3. Provide administrative support for efficient execution of the procurement plan of the External Relations Unit:
• Monitor the unit's procurement plan in close collaboration with team leads;
• Provide timely support for the procurement of services/goods;
• Ensure all procurement-related tasks are carried out in accordance with Procurement rules and regulations.
4. Provide administrative support to the effective delivery of the unit’s partnerships, advocacy, and communications objectives:
• Undertake all logistical, administrative and financial arrangements for events, campaigns, and meetings including large conferences, meetings with high-level external participants/attendees (i.e. key bilateral or private sector donors) and roundtables involving senior government officials, business leaders and/or philanthropists;
• Provide administrative support to the organization of training and workshops for internal and/or external audiences;
• Make travel arrangements for members of the ERU, including travel requisitions and claims;
• Organize and coordinate filing of documents;
• Maintain the ERU contacts database in collaboration with team leads.
5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the unit, office and organization.

Recruitment Qualifications
Education and Certification:
- Completion of secondary education is required;
- Bachelor’s degree in Business or Public Administration is an asset.
Experience:
- At least 5 years of progressively responsible experience in administrative, partnerships and/or event management/support;
- Experience in one of the following areas is required: project management, HR, finance, budget management, and organization of public events and events tailored for high-level audiences. Experience in more than one of these areas is desirable;
- Experience in working in a computer environment using multiple office software packages is required;
- Experience in the use of ERP systems, preferably Oracle Cloud, is desirable;
- Experience working with development organizations is an advantage.
Languages:
- Fluency in English and Thai is required;
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
