UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Some local travel may be required.
Responsibilities
Under the supervision of the Protection Team Leader / a designated staff and in accordance with established Agency policy and procedures, the incumbent will provide support to the Protection Unit as follows: * Lead financial follow-up and control of the projects cash-flow and project forecasting; evaluates and coordinates with the Finance Department on gaps between the actual financial situation and work plan targets and commitments (delays in payment transfers, etc.). * Supervises the Administration team within the Protection Unit, establishes and oversees the administration team workplans and day to day activities, monitor and evaluate subordinates performance. * Controls and monitors budget expenditures confirms proposed obligations and disbursement for services, supplies, and equipment for the project; raises and verifies obligation documents. * Ensures protection projects financial monthly and quarterly reporting work and provides support in the elaboration of Agency financial reports and other required documentation as requested; develops standard reporting formats and workflows * Controls and monitors budget expenditures, confirms proposed obligations and disbursement for services, supplies, and equipment for the project; raises and verifies obligation documents. Analyses and reconciles monthly obligation reports with budget expenditure reports. * Reviews and checks for accuracy budget estimates, adjustments, and reports; requests availability of funds and follow up on funds allocation with Finance department; checks the financial aspects of the projects to ensure accuracy and adherence to UNRWA finance guideline, , liaise with finance and HQ relevant departments for financial compliance requirements and adherence to donors and Agency’s regulations. * Ensures accurate and complete financial reporting and internal control including keeping track of activities to be entered into the Finance Management System (FMS); coordinates regularly with the Finance Department to obtain updated information from the FMS on recording of financial transactions, reconciliation of accounts and preparation of financial reports.. * Provides guidance, advises, and organizes training for protection staff on financial matters, specifically, budgeting, and financial reporting; advises Protection team leader on budget and ensures timely budget submissions. * Maintains and supervises the maintenance of records of all agreements between the Agency and external bodies and ensures the proper recording of all payments under this agreement. * Oversees lists of liabilities, commitments, and accounts during the monthly closure of accounts and drafts Journal Vouchers to record them in the Agency’s accounts. * Lead the procurement plan submission and coordinate the procurement of goods and services requested by the team. * Performs such other work as may be required and assigned.
