Purpose
The Analysis & Evidence A&E unit supports the organization by monitoring all operational situations, developing processes that will detect circumstances sufficiently early to allow multidisciplinary responses, thematic analysis, evaluation, accountability of outcomes and on-going learning.
The A&E Specialist 2 is a technical specialist for all matters related to needs assessments, situation and problem analysis, monitoring, evaluation and operational information management in delegation needed to ensure evidence-based and outcome-oriented programmes at regional or local scale.
The job holder supports the development and implementation of assessment, analysis, monitoring and evaluation plans aligned to ICRC, and standards to generate quality evidence on the conditions of beneficiaries and inform programme design, implementation, and strategy. This includes providing overarching analytical support related to monitoring activities, supporting the management of impact evaluations and thematic/mid-term reviews with the overall objective of strengthening the delegation’s evidence-base. They may also support the formulation of country monitoring and evaluation strategies and contribute to project development and other initiatives.
In the Afghanistan Delegation the EcoSec Analysis & Evidence Specialist is based in Kabul. S/he provides support on Analysis & Evidence under the supervision of the A&E Coordinator and the Regional Analysis & Evidence Specialist.
Accountabilities & Functional responsibilities
- Advises the A&E Coordinator on the definition of thematic strategies linked to one or more priorities of the delegation A&E teams, ensuring their applicability and supporting their implementation
- Advises the A&E Coordinator on the implementation of needs assessments, GIS, situation and problem analysis, monitoring frameworks, logic models, and other technical guidance aligned to A&E standards
- Delivers workshops and training in his/her specific area of responsibility
- Might functionally manage A&E staff in his/her area of responsibility at delegation and sub-structure level
- Provides support to A&E Coordinators in advising to delegation management, strengthening the institutional capacity and visibility of A&E in their specific area of responsibility
- Takes part in external fora, meetings and workshops related to A&E
- Responsibility for integrating accountability to affected population (AAP) and gender perspectives in all areas of work.
- Performs data cleaning, management and analysis and sets up regular reporting tools.
- If and when applicable, supports beneficiary registration and management exercises, using corporate digital solutions.
- If and when applicable, supports complaint and feedback mechanisms activities, using corporate digital solutions.
- Performs other related duties as required.

Relationships
- Internally interacts with the rest of the A&E team at delegation level where s/he carries out support assignments, the network of regional specialists or thematic advisers, and coordinators. Also interacts with other units and divisions at headquarters.
- Externally represents the ICRC to community leaders, authorities and organization in the same field of expertise (e.g. UN agencies, NGOs, academia, Statistical Offices)
Certifications / Education required
- Advanced University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field
- Very good command of English and intermediate knowledge of another ICRC language (French, Spanish, Russian, Arabic).
- High computer proficiency
Professional Experience required
- Typically, 6-9 years of professional experience in needs assessments, monitoring & evaluation, operational information management or a closely related area
- Proven field experience in supporting surveys, multiple assessments in countries, including the design, data collection and analysis.
- Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
- Familiarity with early warning, econometrics, geo-analysis and familiarity with software applications associated with them.
- Proven understanding of qualitative analysis, statistical analysis, coding languages and mapping software like Nvivo, SPSS, STATA, R, SQL, Python, ArcGIS.
- Experience in analysing, interpreting and presenting information for decision making.
- Experience in participating in the design and implementation of one type of programme such as EcoSec, WatHab, Prot, Health or WeC
