Secretariat Officer, Strategic Planning & Membership

The Corporate Secretariat (SEC) manages and administers the procedures of Bank’s governance bodies, providing programmatic and administrative support to the Board of Governors, Board of Directors, and AIIB management, including the organization of decision-making processes, Annual Meetings, retreats, International Advisory Panel meetings, Board visits, and outreach. Effective communication and collaboration with the Bank’s governing Boards, Members, and stakeholders is critical to upholding the integrity of the Bank’s Articles of Agreement and governance mechanisms, enabling the organization to achieve its Corporate Strategy and broader mission.

The Secretariat Officer, Strategic Planning & Membership within SEC reporting to the Senior Secretariat Officer, supports the governance procedures of the Board of Governors and strategic engagement with shareholders, and potential members including undertaking analytical work and arranging outreach with stakeholders. This role is responsible for managing and analyzing insights on shareholder and member engagement to ensure the effectiveness of strategies and systems that support the Bank’s governance framework and sustain its integrity.
Duties and responsibilities:
- Collaborate with internal departments and external stakeholders to facilitate governance processes.
- Engage with AIIB Management and Senior Officers, advising on shareholder relations and member engagement strategies.
- Coordinate with departments across AIIB to organize outreach events and high-level meetings, ensuring alignment with broader business objectives and engagement goals.
- Build and maintain relationships with stakeholders to deepen engagement with shareholders and prospective members, using insights from geopolitical and economic analyses.
- Administer governance processes for the AIIB Board of Governors, including elections, voting, and decision-making mechanisms, ensuring compliance with Articles of Agreement and procedural rules.
- Manage membership accession processes and ratification process by prospective members.
- Develop and deliver reports, briefings, and analytical outputs to support strategic engagement and decision-making.
- Plan and execute governance and shareholder engagement events, ensuring alignment with AIIB’s objectives and timely dissemination of relevant information.
- Collection and storage of shareholders' insights, institutional memories and other member related information relevant to BoG level engagement within the Bank's Member Intelligence Portal (MIP) and other SEC platforms.
Targeted specialized knowledge
- Governance: Experience in administration and facilitation of procedures for governance bodies of an international organization, including arranging decision making and voting process, sessions of governing bodies and its advisory groups, facilitation of membership accession process etc.
- Strategic engagement: Experience in advisory and analytical assessment related to the strategic engagement with members and potential members in an international development organization. Advise senior management on opportunities and emerging challenges for both members and potential members to ensure the alignment of engagement inputs and outcomes.
- Diplomacy: strong diplomatic skills in engagement with shareholders, applied in manner that respects all parties and promotes the overall goals and objectives of the organization.
- Event management: planning, coordinating, and executing all aspects of events, from conceptualization to implementation to ensure successful event outcomes.
Candidate Requirements:
- Master’s degree preferably in business, economics, finance, international relations or international development. An additional 2 years of relevant working experience may be considered in lieu of Master’s degree.
- 5 – 8 years of working experience in related fields, preferably in international organizations or diplomatic organizations.
- Strong interpersonal interaction and organizational abilities.
- Excellent cross-cultural communication and diplomatic skills with a proven track record.
- Able to work effectively as part of the team, demonstrate leadership and initiative in assigned areas of work, take ownership of responsibilities, and thrive on bringing creativity and new thinking to the job.
- Able to multitask, work under pressure and meet deadlines.
- Attention to detail, problem-solving, and strict adherence to confidentiality and diplomacy standards are essential to the performance of the job.
- Excellent oral and written communication skills in English essential to communicate in writing and speaking.
