The International Energy Agency (IEA) is an intergovernmental organisation with 32 member countries committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with an increasing number of non-member countries of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.

 

The IEA Communications and Digital Office (CDO) develops and implements the Agency’s communication strategy across its digital platforms. It is responsible for the production and dissemination of IEA data and analysis, oversees the Agency’s digitalisation strategy, public relations and social media.

 

CDO is looking for a Digital Communications and Web Developer who will report to the Head of the Production Team to contribute to a growing portfolio of tools, applications and components in support of the IEA website and its related infrastructure. The selected candidate will work closely with other developers in the unit and will regularly interact with colleagues across the IEA. They will also work regularly with outside consultants and developers. The selected candidate would be responsible for maintenance and support of existing applications, development of new tools, and contribution to new and ongoing projects.

 

This position requires a creative problem-solver who can work independently in a fast-paced, dynamic environment, while also navigating the political and diplomatic considerations of a high-profile international organisation. Flexibility and a willingness to learn are essential as the role involves working with a range of different technologies across different applications and projects.

Job Description

Main responsibilities

  • Maintain web applications currently in production including iea.org and associated applications
  • Develop replacements for legacy web applications
  • Initiate and collaborate on new web projects in line with strategic communications priorities of the IEA
  • Assist team members in selecting new technologies and developing tools and libraries
  • Contribute to the streamlining and standardization of web development and production processes and procedures including source control, collaboration, issue tracking and build processes.

Qualifications

Ideal candidate profile

Academic background

  • Post-secondary education preferably in relevant disciplines, such as computer sciences, information technology or related fields, however demonstrated proficiency is more important than a degree in a technical subject.
  • Education in a relevant field such as communications, energy, or statistics is also an advantage.

Professional background

  • At least three years of professional experience in web or application development.
  • Experience collaborating with other developers on large projects is an advantage (including contributions to open-source projects).
  • Ability to work in a dynamic, international, and multi-lingual environment.

 

Tools and frameworks

Note: Successful candidates do not necessarily need to be proficient in every item listed, especially if they are particularly strong in other areas. However, candidates should be able to demonstrate a willingness and ability to achieve a level where they can contribute in most areas.

  • Strong Web fundamentals in HTML and CSS.
  • Proficiency in modern JavaScript is essential, including good knowledge of modern ES features and browser APIs, the NPM ecosystem, JavaScript modules and frontend build tooling such as Babel/Webpack/Vite.
  • Familiarity with at least one modern JavaScript frontend framework such as Vue, React, Angular or Svelte.
  • Knowledge of Flux-style state management patterns (Redux/Vuex/Pinia) is a plus.
  • Experience working with charting or graphics libraries such as Highcharts or D3.
  • Proficiency with Git and experience contributing to projects through GitHub, GitLab or similar.
  • Experience working with REST APIs.
  • Proficiency in modern PHP and the Laravel framework would be an advantage.

 

Languages

  • An excellent written and oral command of English; working knowledge of French would be an advantage

Contract Duration

Salary Information

Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

 

Selection Process

For retained candidates, written tests and video-recorded interviews are foreseen approx’ end January and panel interviews are planned to be held approx. late February, 2025.

 

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.
