DURÉE: 12 mois

CONTEXTE ET OBJECTIF DE LA MISSION : Contracter, coordonner et gérer les prestataires de services logistiques conformément au manuel de transport du PAM et superviser le personnel.

RESPONSABILITÉS/RESPONSABILITÉS (liste indicative et non exhaustive):


1. Contractualisation de transporteurs et d'autres prestataires de services liés à la logistique du transport.

2. Rédaction pour approbation du supérieur hiérarchique et envoi des demandes de manifestation d'intérêt.

3. Présélection des prestataires de services en fonction de la manifestation d'intérêt.

4. Rédaction pour approbation des propositions du supérieur hiérarchique au Comité des contrats logistiques.

5. Présentation des propositions au Comité des Marchés Logistiques.

6. Rédaction pour approbation du supérieur hiérarchique et envoi des demandes de devis aux prestataires.

7. Organiser et tenir des réunions (réunions préalables à l'appel d'offres, réunions liées à la performance, etc.) avec les fournisseurs de services lorsque requis.

8. Envoi des formulaires d'évaluation du rendement des fournisseurs de services aux utilisateurs de l'unité afin d'évaluer les fournisseurs de services.

9. Organiser et tenir des réunions d'évaluation du rendement avec les fournisseurs de services contractuels.

10. Rédaction pour approbation du supérieur hiérarchique et envoi de lettres d'avertissement/résiliation aux prestataires de services non performants.

11. Rédaction et obtention de l'approbation des lettres d'attribution.

12. Gérer les activités contractuelles des fournisseurs logistiques, y compris le suivi et la mesure des performances.

13. Maintenir correctement la base de données et l'archivage des contrats logistiques à des fins d'audit.

14. Soutenir les activités logistiques de préparation et d'intervention en cas d'urgence pour soutenir la réponse du PAM en cas d'urgence.

15. Recueillir des renseignements sur le marché et des évaluations du marché et des fournisseurs pour soutenir les processus de sélection des fournisseurs. 16. Recueillir et analyser les données nécessaires à la réalisation d'une vue d'ensemble et des faits saillants du marché et de rapports CSC.

17. Autres selon les exigences du supérieur hiérarchique.
 

QUALIFICATIONS ET EXPÉRIENCE REQUISES:


Éducation: Diplôme d'études secondaires. Un certificat d'études post-secondaires dans le domaine fonctionnel connexe.


Expérience:

• Au moins trois ans d'expérience en tant que logisticien dans un contexte humanitaire/de rétablissement.

• Aptitude avérée à diriger et à gérer le personnel.

• Expérience dans la gestion de fournisseurs de services tiers.

• Expérience dans la compilation de documents contractuels.

• Expérience dans la gestion de contrats.

• Expérience dans la maintenance et l'utilisation de systèmes d'entreprise.

• Gestion de l'information et production de rapports

• Excellentes capacités d'analyse
• Gestion des fournisseurs

Langues:


Maîtrise de la communication orale et écrite dans la langue de l'ONU en usage dans le lieu d'affectation et dans la langue du lieu d'affectation, si elle est différente.
