BACKGROUND AND SCOPE OF THE CONSULTANCY:

In Venezuela, WFP is implementing an Interim Country Strategic Plan (2023-2025) focused on school-based assistance, emergency preparedness and response, livelihoods support activities, and interventions to strengthen resilience to the impact of climate change, integrated with capacity strengthening activities.

The Partnerships Unit manages the Country Office’s portfolio of donors. The activities include donor relation management, preparing donor proposals and report, managing the operational information management activities and performance reporting, contributing to resource management mechanisms within the Country Office, and actively participating in interagency mechanisms.

Under the supervision of the Country Director, the incumbent will lead the Partnerships Unit, closely collaborating with the Communications Unit to provide substantial value to WFP’s effective positioning with public, private and external partners, to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP Venezuela.

KEY ACCOUNTABILITIES :

Implement the work plan to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.  Engage with other functional units, RBP and other relevant stakeholders on WFP’s thematic, regional and country specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization. Contribute to strengthening the partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met. Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, taking into account corporate norms, processes and external regulations; Ensure quality control of content by engaging with relevant functional units, RBP and HQ. Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda. Proactively collaborate with the Communications Unit to effectively positioning WFP within the national Venezuela context and facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to senior management and ensure follow-up. Use data to propose options to managers to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis, with the aim to enhance the impact of WFP’s work and diversify the resource base.  Gather and share partner intelligence (including forecasting), using key information systems (e.g. Salesforce, Factory, WFPGo; Conduct analysis and draft quality briefs in support of outreach opportunities.  Support staff in assigned area to ensure that standard OIM procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP. Support the preparation and lessons learned exercise of the Annual Country reports (ACR) process in collaboration with the other relevant units of the Country Office. Contribute to the preparation of strategic agreements, joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP Facilitate corporate dialogue with partners through networking and information sharing; Proactively highlight strategic issues to senior managers and propose options for the best course of action to nurture trust and partnership growth.  Actively participating in United Nations interagency initiatives and mechanisms, including the interagency group for partnerships and resource mobilization. DESIRED EXPERIENCE :

  • Has implemented resource mobilization workplans by delivering specific activities as defined.
  • Has participated and assisted in negotiations for contributions and partnership agreements with donors and host governments, in line with internal policies and external regulations.
  • Has broadened and strengthened WFP’s engagement with global and thematic funds.
  • Has fostered the collaboration with the Communications Unit and has identified opportunities for advocacy and positioning of WFP within the national private sector space.
  • Has assisted in drafting resourcing analysis and collaborated with accurate and timely briefs as well as reporting to donors.
  • Has regularly shared information with all units and between the CO, RB and HQ on operations and status updates.
  • Has successfully finalized standard OIM procedures and templates, and supported key CO and SO staff through an established information management system.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field.

Language: Fluency in Spanish and English is required. 

QUALIFICATIONS & EXPERIENCE:

  • Has a sound understanding of government and corporate strategies and priorities and experience in developing multistakeholder partnerships.
  • Has explored new partnership opportunities, provided inputs into developing solutions with prospective partners and explored new areas to scale-up existing activities.
  • Has provided advanced technical support and identified opportunities for service delivery excellence to strengthen partnerships. 
  • Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment. 

Minimum three or more years of relevant professional work experience in partnership roles.
