BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi Country Office supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean's capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency service provision.
This role work independently across multiple business areas establishing and managing effective working relationships with business counterparts to align business and IT needs. They use their substantial technical knowledge and experience to gather and analyse business needs, provide advice and deliver solutions.
JOB PURPOSE:
Partner with the Caribbean Multi-Country Office (MCO) to understand it’s vision, mission, needs and operating environment in order to transform business objectives into solutions exploiting IT capabilities.
ACCOUNTABILITIES/RESPONSIBILITIES:
Act as the Head of Technology of the Country Office, developing and implementing the technology team’s strategy and plan covering as a minimum telecommunications infrastructure, technological solutions, IT asset management, cybersecurity and data awareness and training for all country office employees, and ensuring compliance with wider WFP policies, standards and strategies.
Build and nurture relationships with the counterparts of other functional areas, with a special focus on Programme, to understand and anticipate the direction of the business and ensure alignment technological solutions with changing requirements and priorities.
Gather and shape business demand, anticipating direction of the business and offering industry, business and technology insights with potential to create value for the business environment.
Enable business change and improve ability of the business to adapt by analysing business capabilities, defining needs, modelling the business and identifying new opportunities or recommending solutions that deliver value for business priorities.
Manage and motivate a team of staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean. In this role, the incumbent may be required to:
• Support the Unit's emergency response activities.
• Deploy to affected countries to assist with operations as required.
• Work beyond regular working hours as needed.
DELIVERABLES AT THE END OF THE CONTRACT:
Country Office infrastructure and IT equipment is up-to-date and fully aligned with corporate standards, with obsolete IT assets having been timely replaced and disposed of.
Data on all IT assets is up to date in the corporate asset management systems.
Corporate IT solutions required by the Country Office have been rolled out.
Local IT solutions have been implemented in full alignment with WFP’s IT Solution Delivery process.
Country Office employees have received cybersecurity and data literacy training.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.
Experience:
At least 5 years of postgraduate progressively responsible professional experience in related area.
Has effectively managed IT projects and supervised project team members.
Has analysed and translated user requirements into new business processes and applications.
Has formed strong partnerships with relevant parties to help meet WFP’s IT requirements.
Languages: Fluency (level C) in both oral and written communication in English Language

- Remuneration: WFP offers a competitive compensation package determines on the basis of the Terms of Reference and the selected candidate's qualifications and experience.
- Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
