The ICRC office in Poland is opening a full-time position for a HR Specialist (HRM), based in Warsaw.

The International Committee of the Red Cross is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC regional office in Poland contributes to the ICRC’s response to the international armed conflict between the Russian Federation and Ukraine in the countries bordering Ukraine, Belorussia and Russia, helping reunite families separated by the conflict, supporting the work of the National Red Cross societies, working with national authorities, and strengthening respect for international law and humanitarian principles.

 

Purpose of the position

The HR Specialist (HRM) is accountable for providing the full range of HR support services and advice to the Warsaw Regional Office staff and Management who are located in Poland, Moldova, Hungary and Romania.

The ICRC’s Regional Delegation in Warsaw is a small-scale structure and has approximately a total of 50 staff based primarily in Warsaw and Chisinau, with a handful of colleagues in Budapest and Bucharest.

 

Main duties and responsibilities

  • Supports the management in translating operational needs and challenges into local HR strategy and priorities.
  • Ensures Institutional HR strategies, priorities and policies are well communicated and explained to all staff.
  • Leads recruitment processes and guides hiring managers throughout the whole staffing process.
  • Supervise and validate payroll related documents prepared by the HR service providers for all 4 of the countries hosting ICRC staff.
  • Monitors and follows up on the leave management of all staff in all 4 countries.
  • Creates and maintains internal communication channels and tools with staff on HR specific projects.
  • Advises and supports line managers in the execution of their people management accountabilities.
  • Coaches and assists the HR service providers within the team on various HR related matters.
  • Draws up and monitors the annual HR budget.
  • Leads the implementation of ad-hoc HR projects and initiatives in all 4 countries with ICRC staff: Poland, Moldova, Hungary and Romania.
  • Line manages the HR Officer in Warsaw and provides technical support to the HR Officer in Chisinau.
  • Travels within the region and in the Delegation’s support countries (estimated 2-4 travels per year).

 

Requirements (Minimum)

  • Bachelor’s degree, or equivalent, in HR, Business Administration or Organization Development.
  • Strong overall professional experience in the HR field (indicative is 4-6 years).
  • Experience of progressive leadership in HR positions.
  • In-depth knowledge and experience of good HR practices and sound grasp of HR systems and databases.
  • In-depth knowledge of employment law, HR administration, workforce and organizational planning, compensation and benefits, recruitment, performance management, learning and development, employee relations, staff health and safety and employee engagement.
  • Fluent in spoken and written English.
  • Experience in communicating complex HR processes to staff and managers.
  • Ability to work independently.
