Org. Setting and Reporting

The International Trade Centre (ITC) assists developing and transition countries and MSMES to take advantage of expanding trade opportunities in an increasingly complex global environment. ITC supports ‘Transforming Trade, Changing Lives,’ promoting sustainable and inclusive development goals through trade. The Division of Programme Support (DPS) contributes to the successful delivery of the mandate and objectives of the International Trade Centre through the provision of advice, policies and services, within the delegated authorities, governance and accountability structure of the Organization. Support services include: finance and budget, human resources, information technology and systems, field and HQ security, procurement, travel, transportation, logistics, registry and mail, asset management, building and infrastructure, audit and oversight coordination. The Director of DPS reports directly to the Executive Director.

Responsibilities

Formulates and implements the substantive work programme of the Branch/Service/Division under his/her supervision. Oversees the management of activities undertaken by the Branch/Service/Division, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate. • Leads, supervises and carries out the work programme of DPS, and coordinates the work carried out by different work units, including finance management, human resources management, central support services, and information technology. Leads audit and oversight coordination. • Coordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and WTO; reports to various bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Provides strategic advice and support to senior management on key issues on any reallocation of resources to respond to operational requirements, and related administrative policies/procedures etc. • Takes the lead in coordinating the full range of personnel and human resource administration-related issues contributes to the development of the strategic vision on Human Resources, Central Services, Financial Management and Information Technology ; oversees the management of the staffing table, workforce plans, recruitment, affiliate personnel, and HR-related projects; identifies potential management issues of high sensitivity and complexity and defines problems to be addressed for senior management review. • Provides leadership in change management initiatives to ensure the efficiency and effectiveness of the Organization, as well as critical business intelligence on overall workforce trends and emerging issues to position ITC to proactively anticipate, plan and meet workforce needs. • Ensures that the outputs produced by DPS maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections meet required standards before completion to ensure they comply with the relevant mandates; leads the development and adaptation of administrative policies and services aligned to the operational needs of ITC. • Participates as a member of the ITC Senior Management Committee to advise on, inter alia, general management and programme support specific issues; Participates in UN inter-agency meetings and represents ITC at the UN Common System level. • Undertakes or oversees the administrative tasks necessary for the functioning of DPS, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting; determines priorities and allocates resources for the completion of outputs and their timely delivery. • Leads the streamlining, development and update of administrative and business process improvement strategies across the DPS sections. • Recruits staff, taking due account of geographical and gender balance; manages, guides, develops and trains staff under their supervision; fosters teamwork and communication among staff in DPS and across organizational boundaries. • Performs other duties, as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area. A first-level university degree in these areas may be accepted with an additional two years of relevant professional work experience.

Work Experience

A minimum of fifteen years of progressively responsible experience in administration, budget, finance, accounting, human resources management, logistics, supply chain management, information technology, or a related field is required. Of the aforementioned years, at least 10 years of experience at the international level, and at least five years of senior managerial experience is required. A minimum of five years of recent experience in supervising large HR operations with diverse funding sources is desirable. Experience driving organizational change within an administrative context through offering pragmatic solutions is desirable. Experience in liaising with Member States, intergovernmental bodies, such as the UN General Assembly, its main committees and subsidiary organs, inter-agency networks, or similar is desirable. Experience in leading and coordinating on the provision of support services to multiple stakeholders in an international organization is desirable. Experience developing and implementing budgeting/financial policies and practices developing operational strategies, and workforce planning approaches in an international setting is desirable. Experience in audit and oversight coordination is desirable. Experience working in or with field offices is desirable.

Languages

For the position advertised, fluency in English is required; knowledge of French is desirable.
