Org. Setting and Reporting

This position is located within the Office for Asia and The Pacific (OAP), Division of Country Programmes (DCP) at the International Trade Centre (ITC) in Geneva. The objective of the OAP section, within the DCP Division, is to contribute to trade-led development in the region. For this purpose, the section manages country partnerships, designs, manages and coordinates technical assistance projects which support the business sector, trade support institutions and policy makers in building trade competitiveness. The position will support the implementation of projects and contribute to enhance the identification and elaboration of new projects in the region, focusing on the following sub-regions: South-East Asia and the ASEAN region, East Asia.

Responsibilities

Under the direct supervision of the Senior Project Manager and the overall guidance of the Chief, Office for Asia and The Pacific the Associate Programme Officer will be responsible for the following duties: • Works with project stakeholders both internally and externally to facilitate the development, work planning, implementation, monitoring and evaluation, visibility and communication of assigned projects; monitors and analyzes specific aspects of project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and contribute to recommends corrective actions; identifies and tracks follow-up actions. • Carries out basic research on selected aspects of projects, operations and other activities, to include collecting, analyzing and presenting data and other information gathered from diverse sources. • Provides substantive support for assigned projects, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. • Participates in project monitoring and reporting; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, presentations, sections of reports and studies, inputs to publications. • Provides administrative and substantive support to project activities, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, organizing missions, events and workshops. • Undertakes outreach activities; participates in the development of events including training workshops, seminars, project governance meetings, etc.; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support, as well as reporting. • Coordinates activities related to budget management (project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, project budgets, etc.). • Performs other duties as required.

Education

An advanced university degree (Master’s or equivalent) in business administration, management, economics or a related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in project management, administration or related area is required. Experience in a multi-cultural and global context in relation to trade development is desirable. Experience of working with developing countries in Asia, including South-East Asia, the ASEAN region, and East Asia is desirable. Experience in the formulation, implementation, monitoring and communication of trade-related technical cooperation projects is desirable.

Languages

For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
