Duties and Responsibilities

ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA's five new strategic directions which are: Advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solution to the continent; Developing macroeconomic and structural policy options to accelerate economic diversification and job creation; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; Contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues. The Sub-regional Office for North Africa of the ECA (ECA SRO-NA) is located in Rabat (Morocco), and serves seven member states: Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia. The main objective is to contribute to achieving structural transformation and balanced development through implementation of an environment conducive to the creation of employment for women and young people in North Africa. Its core functions are: Strengthening the capacity of member states in the sub-region to design and implement national policies and strategies for sustainable employment creation; Contributing to the implementation of sub-regional development priorities in line with the 2030 Agenda and Agenda 2063 with due consideration for youth and gender perspectives; Improving macroeconomic and fiscal policies, and to ensure sustainable growth; Providing relevant technical assistance to member states and to regional economic communities and intergovernmental organizations in building their capacities to sustain economic, social and political transformation, with a particular focus on employment, skills and balanced development, with the aim of ensuring inclusive growth, taking into consideration access to equal opportunities for women and young people. Background and rationale for support ECA SRO-NA is implementing the second phase of the project on "Development of Regional Value Chain of Electric Mobility". The project's objective is to enhance the technical and institutional capacities of African countries, particularly Morocco, RDC and Zambia, to develop and implement effective business enabling environments for the electric mobility industry value chain, in line with the African Continental Free Trade Area (AfCFTA) agreement. ECA SRO-NA is recruiting an Individual Contractor under this project to assist in project management, monitoring and administering the project's activities. Scope and tasks of work Under the overall guidance of the Director, and the direct supervision of the Chief of section of Employment and Skills development of ECA SRO-NA, the individual Contractor will be responsible for the following duties: • Provides full range of the project management and implementation assistance at any phases of the project cycle, as requested by the manager; • Researches, compiles, analyses, summarizes, and presents basic information/data on the project highlighting noteworthy issues/trends for consideration by the manager. • Works with the manager and other implementing services and agencies to draft budget and forecast based on the program of work. • Works with the manager in arranging the financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions. • Ensures compliance with guidelines and project objectives; identifies problems issues, seek clarification from concerned departments and agencies, assess replies, and prepares a summary for the manager with suggestions for further action. • Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in project evaluation; monitor implementation at any stages to ensure financial commitments are proceeding according to established plans, • Liaises with the implementing units and agencies to initiate requests; prepares standard terms of reference against program/project objectives, obtains necessary clearances, processes and follows-up on administrative actions. • Provides secretariat services to the technical and steering committees, ad hoc tasks forces, drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc. • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of the project activities. • Prepares and presents progress reports and other project-related documents for review and approval by the manager and other relevant parties. • Provides administrative support to project teams, including arranging meetings, preparing agendas and meeting minutes, and maintaining project-related files and records. • Coordinates with procurement and logistics teams to ensure timely delivery of project inputs and materials. • Assists with the preparation and review of contracts and agreements with project partners and service providers. • Provides support to the monitoring and evaluation of project outcomes and impacts, including conducting surveys and assessments and analyzing data. • Performs other duties as assigned.

Qualifications/special skills

High school diploma or equivalent is required A minimum of two years of experience in Administration is required Experience in program or project administration and management is desirable Experience in UN system is an advantage

Languages

English and French are the working languages of the UN Secretariat. For this post, fluency in one of the working languages of the UN Secretariat is required. Fluency in the other language is desirable. Knowledge of Arabic is an advantage
