Overview & Responsibilities

The IDLO Ukraine Country Office, in close coordination with international donors and technical assistance projects, is providing holistic support to advance judicial reform in Ukraine. One of the key beneficiaries in this context is the High Qualification Commission of Judges.
Following the recent legislative amendments introduced to the Law of Ukraine “On the judiciary and status of judges” governing the procedures of judgeship competitions, starting from January 2025, all judgeship candidates will have to pass the testing of knowledge of the history of Ukrainian statehood.
Job Requirements
Under the supervision of the Head of Office of the IDLO in Ukraine and in close coordination with the relevant expert team, the Expert on the History of Ukrainian Statehood will contribute to the implementation of the Supporting Independence, Accountability and Effectiveness of the Judiciary Project funded by the United States Department of State through contributing to the development of the concept for developing and organizing the test for the evaluation of the knowledge of the History of Ukrainian statehood. Upon the approval of the concept, the expert shall contribute to developing the respective test to be used in the judgeship competitions.
Specific Tasks:
1. In close cooperation with the relevant expert team, develop a detailed concept of how to adequatly test judgeship candidates’ knowledge and understanding of the history of Ukrainian statehood.
2. Present the test concept to IDLO and then the High Qualifications Commission of Judges of Ukraine (HQCJ), participate in the follow-up discussions and gather HQCJ members’ feedback.
3. Revise and improve the concept based on the feedback received from both IDLO and HQCJ to ensure alignment with stakeholders’ views and expectations.
4. Present the updated / finalized concept to IDLO and HQCJ.
5. Develop a set of test questions in line with the approved concept; ensure a systematic peer review involving other experts. This should entail modifying the test questions based on peer review feedback and recommendations from the testology specialist(s).
Deliverable:
• Concept paper on testing judgeship candidates’ knowledge and understanding of the history of Ukrainian statehood
• A set of at least 50 test questions
EDUCATION AND WORK EXPERIENCE
• Advanced university degree in law, history of Ukraine, or a related field.
• Minimum of 3 years of relevant professional experience in teaching and/or researching subjects related to the history of Ukraine and legal systems.
• Excellent oral and written communication skills in Ukrainian.
• Experience in developing test questions and/or assessing test results; experience with scoring / evaluation as part of the education process is a significant asset.
