1. Cash Management & Liquidity Planning
  • Lead daily cash positioning and liquidity planning activities, including preparation of short- and medium-term cash forecasts.

  • Manage UNOPS’s global banking platform, including the selection, onboarding, and ongoing monitoring of banking partners and cash management services.

  • Develop tailored treasury solutions for UNOPS projects and field offices to mitigate domestic treasury risks.

2. Foreign Exchange Risk Management
  • Ensure efficient and effective management of UNOPS’s exposure to foreign exchange risks.

  • Implement the organization's FX risk management strategy and ensure alignment with corporate policies.

  • Continuously monitor FX exposures and financial market developments.

  • Propose and execute FX hedging transactions in accordance with approved policies.

3. Advisory & Market Expertise
  • Serve as UNOPS’s technical advisor and subject-matter expert in money markets, FX markets, and banking.

  • Maintain up-to-date knowledge through active engagement with external banking experts and industry counterparts.

  • Monitor global market trends and innovations in investment and risk management practices.

  • Ensure the appropriate use of financial instruments for effective risk management.

  • Act as Investment Manager for internally managed portfolios.

4. Treasury Front Office Oversight
  • Oversee all Treasury Front Office activities, managing a team of professionals across:

    • Cash & Banking

    • FX Management

    • Liquidity & Investment Management

    • Trade Finance & Credit Risk

  • Lead the implementation of UNOPS’s treasury strategies across all key areas.

5. Team Leadership 
  • Establish the annual work plan for the Front Office in collaboration with the Treasurer and relevant stakeholders. Set objectives, performance measurements, standards and results expected.

  • Monitor implementation of the team’s annual work plan, oversee progress and ensure delivery of results as planned and according to expectation.

  • Promote teamwork and collaboration by providing the team with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.

  • Develop a flexible workforce with the skills and competencies needed to ensure optimum performance

  • Foster a positive work environment, respectful of all, and ensure that the highest standards of conduct are observed.

6.     Knowledge Management & Innovation
  • Drive innovation to ensure adoption of global best practices in financial and treasury services.

  • Promote knowledge sharing and the dissemination of lessons learned across the organization.

  • Plan and lead capacity-building initiatives for staff, clients, and stakeholders.

  • Maintain comprehensive knowledge of treasury activities to support UNOPS teams and other corporate functions as needed.

  • Manage and build capacity for front office operations including team management, trainings, upskilling and performance reviews

The Head of Treasury Front Office is the technical specialist in financial markets, banking and financial risk management ensuring the effective and efficient investment of UNOPS funds, and management of financial risks stemming from project operations. The front office lead is a key sparring partner for the Treasurer and should build close relationships with finance practitioners across the regional and field offices to provide solutions to on the ground treasury and finance problems statements and risks. The Front Office Manager will lead a team of specialists in corporate treasury functions

Education/Experience/Language requirements

Education
  • Graduate university degree in finance and/or business or a related field is required.

  • A combination of an undergraduate degree in above mentioned fields with two additional years of work experience may be accepted in lieu of the advanced university degree 

  • Appropriate professional accreditation or qualification in Treasury or Finance is highly desirable.

  • Membership in an internationally recognized accounting body or Treasury body would be an advantage. 

  • Financial Risk Management certification would be a further advantage.

Experience
  • A minimum of  7 years of progressively responsible experience in treasury or banking with demonstrated expertise in treasury instruments, gained within a large corporation, financial institution or international organisation is required.

  • Fixed Income Portfolio Management experience is essential; familiarity with additional asset classes such as equities is considered an asset. 

  • Proven experience in governance and control frameworks, including compliance, control testing, business analysis, and stakeholder engagement is required.

  • Solid understanding of end-to-end treasury operations, including front office, middle office, and back office processes is required.

  • People management experience is essential.

  • Demonstrated experience with financial risk management and hedging is a pre-requisite, including:

    • Foreign exchange (FX) risk

    • Counterparty credit risk

    • Liquidity risk 

  • Experience with  of Data & analytics and Treasury Technology is strong asset
Language Requirements
  • Full working knowledge of English is a pre-requisite.

  • Knowledge of another official UN language is an asset.
