The purpose of this consultancy is to strengthen UNICEF’s emergency preparedness, monitoring, and response capacity in Somalia’s Central and Southern Regions (CSS). The consultant will provide critical support in sustaining UNICEF’s field presence, coordinating humanitarian interventions, and ensuring timely, effective, and context-sensitive responses to emerging crises. This role is essential to maintain UNICEF’s humanitarian engagement and operational continuity in hard-to-reach and newly recovered areas where access remains challenging. Working closely with the Emergency Manager, the consultant will support early warning, contingency planning, and partner monitoring, ensuring that UNICEF’s Core Commitments for Children (CCCs) are met through coordinated, multisectoral emergency response and resilience programming.

How can you make a difference? 

1. Provide professional assistance in analyzing and identifying emergency-prone conditions and risks, and contribute to early warning and timely emergency preparedness.
2. Assist in formulating plans of action for emergency preparedness and response. Gather information on best practices in emergency situations to support contingency planning and monitor sectoral compliance with emergency action plans.
3. Identify formal and informal information sources, collect, interpret, and analyze data on evolving emergency situations and their operational implications. Ensure effective information flow and communication crucial for emergency planning and implementation. Identify the availability of resources in emergency-prone areas, including human resources.
4. Assist in organizing and conducting staff training for emergency preparedness and response. Provide briefings as required and participate in regional emergency training workshops to strengthen the office’s emergency readiness.
5. In the event of an emergency, support the implementation of initial operational tasks related to emergency assistance. Collect and verify information on the nature and scale of the emergency through engagement with staff, government officials, UN agencies, local organizations, and media. Ensure effective telecommunications and staff security arrangements. Maintain contact with all UNICEF staff, dependents, and visitors to confirm their safety and promptly inform the Head of Office, supervisor, and designated emergency staff of their status.
6. Assist the supervisor in assessing local emergency and security situations. Conduct rapid field visits to assess the crisis magnitude and implications for children, mothers, and communities. Review the relevance of the existing emergency preparedness plan, identify immediate and additional needs, and provide input to define priorities and interventions. Coordinate with partners to conduct rapid assessments in line with the Core Commitments for Children in Emergencies (CCCs). Maintain contact with community groups, government counterparts, UN agencies, media, and other partners to keep the Country Office informed of evolving emergencies.
7. Support the implementation of emergency preparedness and response plans as required. Assist in identifying urgent staffing needs and facilitate the redeployment of Country Office staff. Follow up on the timely delivery and utilization of emergency assistance and supplies, ensuring their appropriate and effective use.

To qualify as an advocate for every child you will have… 

Minimum requirements: 

  • Education: Bachelor's degree in Humanitarian studies, development, project management, international relations or public administration. 
  • Work Experience: Minimum of five years of progressively responsible and relevant professional experience in humanitarian, development, or public sector work, including with international or UN organizations in Somalia.
  • Proven familiarity with the Somalia context, particularly in emergency and fragile settings, and experience working with international organizations, UN agencies (preferably UNICEF), and Government institutions.
  • Strong understanding of humanitarian coordination mechanisms, access challenges, and community engagement in complex emergencies.
  • Language Requirements: Fluency in English is required.
