Job Description
IOM CEP programming seeks to empower the CP Directorate to play a leading and coordinating role with other security actors to roll out the CP model at the local level, while simultaneously intervening directly at the community level to enable local civil society organisations (CSOs) and local community police forums (CPFs) to identify and address context-specific obstacles to stability and sustainable peace. Across both axes, IOM aligns its intervention with the priorities of the Iraqi security sector reform programme (SSRP), which includes a specific emphasis on women, peace and security and gender-sensitive policing through the CP’s Women Empowerment and Protection Action Plan (CP WEP).
The consultant will support the Programme Officer in the overall management of the programme, in providing technical advice to the MoI to advance the community policing model, and in designing the strategic outlook of CP in Iraq.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Officer (Technical Cooperation), the consultant will provide technical support to the Community Engagement and Policing (CEP) unit, to advance the community policing (CP) model in Iraq. The CEP unit provides technical support to the GoI, specifically the Ministry of Interior (MoI) and the CP Directorate, to roll out CP approaches at the local level, foster collaboration between the police and communities, and strengthen trust between citizens and security actors.
Responsibilities
- Contribute to strategic approaches for community engagement and support MoI in implementing and advancing the Community Policing (CP) Strategic Roadmap.
- Provide technical advice to the MoI Strategic Centre and the National Advisory Forum (NAF), including on establishing effective M&E mechanisms and integrating best practices into the CP model.
- Monitor and analyse project progress, prepare progress reports, and provide actionable recommendations to improve delivery.
- Collect, review, and analyse qualitative and quantitative data in coordination with MEAL and Project Development Units to inform assessments, donor reports, and proposals.
- Ensure quality control and timely dissemination of data collected from field staff, partners, and community stakeholders.
- Engage in technical meetings with senior MoI officials and international partners to ensure alignment and senior-level support for CP initiatives.
- Collaborate with CP Programme Assistants to operationalise a stakeholder engagement strategy and build their capacity to liaise effectively with communities and police.
- Coordinate and deliver workshops, training sessions, and field visits to strengthen MoI and CP capacity building.
- Draft and review concept notes, proposals, results frameworks, and other donor-facing documents in close collaboration with IOM’s Programme Support Unit.
- Travel frequently to Iraq to provide in-country technical support, capacity building, and coordination with stakeholders.
- Perform other tasks as required to support programme objectives.
Limitations of Authority
The consultant shall not make decisions that are binding on IOM, represent IOM in any official capacity, or take any action that may affect the rights, obligations, or entitlements of IOM staff members.

Qualifications
- Master’ degree in International Relations, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or
- Bachelor’s degree in the above fields with 4 years of relevant professional experience.
- Proven experience in project management and implementation with law enforcement, community policing, and international policing.
- Strong background in engaging and coordinating with government representatives, police, civil society, communities, and other implementing partners.
- Previous experience in liaising with donors, government authorities, and national/international institutions (including NGOs and research bodies) is desirable.
- Experience in capacity building of local organizations and/or grant management is an asset.
- Familiarity with IOM and/or other UN agencies is an advantage.
- Previous experience in Iraq or the region is considered an asset.
- Demonstrated ability to deliver results in hardship contexts.
- Strong coordination and collaboration skills with local authorities, stakeholders, beneficiaries, and the broader community.
- Good knowledge of MS Office applications (Word, Excel, PowerPoint) and internet-based tools.
- Fluency in the English language is required
