Mission
Geneva Call is a neutral and impartial non‑governmental organization dedicated to promoting respect by armed groups and transitional authorities for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call is headquartered in Geneva and works in 15 countries in South-East and Central Asia, Middle East, Africa, and Latin America.
Geneva Call has been working in Syria for over a decade. The fall of the Assad regime in December 2024 marks a transformative new chapter for the country. Looking to the future, Geneva Call is engaging with the transitional government and other key local actors, including civil society, to promote awareness of, and compliance with, humanitarian norms.
Role
The Support Coordinator ensures efficient management of finance and support services for Geneva Call, including finance, human resources, procurement, logistics and administration.
The Support Coordinator is accountable for support services in-country: systems, processes and standardisation to ensure transparency, accountability and a robust system of internal control. He / she ensures compliance with Geneva Call’s policies and processes, including spot checks and internal audits as necessary, and with in-country legal requirements. In addition, the Support Coordinator is also the focal point for staff members of the respective country for support related questions and manages / executes the day-to-day support activities in collaboration with the support team at headquarters. The Support Coordinator reviews and implements policies and processes related to support services. The work is primarily achieved through the individual or project teams by collaborating, influencing, coaching and advising, with emphasis on functional knowledge rather than managing people directly.
The Support Coordinator is the key focal point to the country director for all support related issues. The role reports to the Country Director.
Work Relations
Internal:
• Communicates and coordinates between departments, ensuring administrative systems and procedures effectively support operations.
• Willingness and ability to travel to country offices at short notice.
External:
• Builds and maintains an HR network with peer organisations in the sector.
• Liaises and collaborates with relevant local authorities, lawyers and/or stakeholders.
Duties and Responsibilities
Finance
• Supports the country programme in business / project planning, budgeting, forecasting, and ensures compliance with donor and Geneva Call policies.
• Produces and presents monthly Budget vs. Actual reports to management, highlighting issues and proposing corrective strategies.
• Identifies financial trends, collaborates on action plans for financial stability, and manages exchange rate fluctuation impacts.
• Oversees all financial accounting, cash flow, partner contract finances, audit matters, and timely monthly account closures.
• Develops financial reporting, cost allocation, and contract management systems while building national staff capacity and ensuring financial quality.
HR
• Develops, monitors and reviews the national HR framework to ensure compliance with Geneva Call’s policies and procedures at country level and with local legislation.
• In their respective country, the Support Coordinator is accountable for the execution of all HR related activities and processes such as recruitment, payroll, contracting, filing, reporting, duty of care, time sheets, etc.
• Upholds the standards outlined in Geneva Call’s safeguarding framework, acting with due care and attention to safeguard the wellbeing of staff, consultants and partners and anyone else who works with or on behalf of Geneva Call. Reports concern when they arise.
• Updates the staff database on a weekly basis; maintains a process to ensure that any changes are updated timely.
• Engages in annual HR projects and priorities; implements new policies, in collaboration with HR at headquarters.
Procurement
• Ensures that procurement actions are carried out in line with policies and procedures, and donor requirements, maintaining the right levels of procurement, appropriate controls and accountability, ensuring best value for money for Geneva Call.
• Provides technical guidance to the programme senior management.
• Develops and updates programme procurement plans to ensure timely procurement.
• Manages the end-to-end procurement process, in line with Geneva Call procurement procedures and in collaboration with procurement at headquarter.
Safety and Security
• Ensures all safety and security communications, transport, and housing material and equipment is available and properly functioning. Supports the Country Director with Safety and Security budgeting.
• Responsible to share the pre-arrival briefing to new members or visitors in the country.
• Ensures all new staff have filled in the digital Proof of Life form.
Administration and Logistics (10%)
• Ensures a proper filing system of HR contracts, accountancy and premises, and service contracts.
• Supports visa and travel requests.
Requirements
Education (Essential)
• A bachelor’s degree in finance or business degree specialised in finance with an accounting qualification as a plus.
Experience (Essential)
• 8+ years of progressively responsible experience relevant to the role.
• Experience in overseeing complex financial planning, monitoring, forecasting and reporting.
• Experience in payroll and human resources is a must.
Experience (Desirable)
• Experience in the humanitarian, non-profit sector is a plus.
• Experience with Dynamics 365 Business Central is a plus.
