Background:
The World Food Programme (WFP) is the leading humanitarian organization fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP's Strategic Plan is guided by the Sustainable Development Goals (SDGs) set forth in the 2030 Agenda, in particular SDG 2 on ending hunger and SDG 17 on revitalizing global partnerships for implementation of the SDGs.


The most vulnerable and food insecure people live in fragile, resource-scarce, and degraded environments, in areas that are prone to climate disasters and exposed to frequent shocks. In recent years, Tanzania has made significant strides in enhancing its social protection system, with the approval of new social protection policies aimed at strengthening the delivery of services to vulnerable population. The government has prioritized improving social protection systems to enhance service delivery efficiency, including social registries.


In this context, the Tanzania Country Office (CO) is implementing the Adaptive Social Protection Project as part of the Changing Lives Transformation Fund (CLTF). It aims at supporting social protection programmes to become more adaptive and responsive to climate shocks, including by enhancing its delivery mechanisms. In particular, the project will build capacities on digital social protection systems for integrated MIS infrastructure to facilitate better program implementation, targeting, and resource allocation.
 

Purpose:
To provide expert digital assistance to WFP Country Office (COs) and national/sub-national government entities in strengthening social protection systems through the design, enhancement, and operationalization of digital social protection and beneficiary registries and information systems.


The consultant will also partner with the Country Office relevant units and stakeholders to understand their needs and operating environment in order to transform business objectives into solutions exploiting IT capabilities. To manage the design of an efficient and innovative integrated IT solutions meeting the business needs and standards.

KEY ACCOUNTABILITIES:

Under the overall guidance and direct supervision of the IT Operations Officer, with a dotted line to Changing Lives Transformation Fund (CLTF) Coordinator, the Business Transformation Officer (Digital Solutions and MIS) will be responsible for the following tasks:


1.Support governments and WFP teams by delivering technical advisory services and capacity development in the digitalization of social protection. This includes:
• Provide technical assistance for the design of integrated information systems and digital platforms, including identify gaps, integration opportunities, and propose sustainable, scalable solutions.
• Advising on the design, operationalization, and deployment of Management Information Systems (MIS) for social protection, including Integrated Beneficiary Registries.
•Lead the testing and piloting of digital solutions, including dashboards, registry systems, and mobile or offline functionalities for safety net and resilience programmes usage.
• Supporting the use of open-source technologies and shock-responsive digital solutions tailored to national and local contexts.
• Conducting mapping, analysis, conversion, and quality assurance of social protection datasets.
• Defining and documenting functional and technical requirements, including use case development and system testing.
• Supporting the configuration and management of user roles, permissions, and access controls to ensure secure and appropriate data handling.
• Designing and implementing reporting frameworks and dashboards to support decision-making and monitoring.
• Establishing data lifecycle management protocols, including data collection, validation, storage, sharing, archiving, and deletion, in alignment with data protection standards.
• Facilitating capability development and knowledge transfer to government counterparts and WFP staff through training, workshops, and technical guidance.


2. Continuously improve guidelines, processes and procedures of Business Analysis and IT Project Management. This includes:
• Build and nurture relationships with WFP, government and development partners to understand and anticipate the direction of the business and ensure alignment of provider’s solutions with changing business requirements and priorities.
• Participate in identifying business needs and propose ideas for new or improved systems, tools and processes that assist meeting WFP objectives.
• Capture, analyze and document business requirements for IT solutions and services following WFP policies, standards and strategies.
• Manage business expectations in servicing business needs and oversee success of solutions, seeking ongoing opportunities to support or increase the business value from those solutions.
• Propose change and continuous operational improvement that supports business capabilities, by defining needs, modelling the business and recommending solutions that deliver value for business priorities.
• Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation.
• Test and perform analysis of IT solutions to ensure they address business objectives, needs, requirements and process flow efficiently and effectively.
•Provide support to users, analyze and resolve issues following IT policies, procedures and standards.
• Facilitate training and capacity-building initiatives for end users to enhance their ability to use IT solutions and data analytics tools, ensuring long-term sustainability.
• Manage estimates, business cases, planning, and risk identification to ensure the delivery of IT solutions into the business to agreed time, budget, scope and quality.
• Perform other tasks as required, including missions to other locations in Tanzania.


Deliverables include:
•Technical assessments and recommendations for registry and MIS upgrades.
• Functional and technical design documents, including user role matrices and permission structures.
• Data analysis reports and quality assurance reviews.
• Reporting templates and dashboard prototypes.
• Data lifecycle management plans and documentation.

• Training materials and capacity-building sessions.

• Fit/Gap reports, deployment plans, test plans and implementation support for digital tools.


QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University Degree in Computer Science, Engineering or other relevant field, or first University Degree with additional years of related work experience.

Experience:
Has a minimum Five (5) years professional experience of progressive responsibility in business systems analysis, design and IT solutions development. Experience with social protection and social registries is highly encouraged. Experience with designing and facilitating capacity building initiatives and fostering partnerships with stakeholders (such as governments and development partners) is required.

Knowledge & Skills:
Has effectively managed IT projects, has analysed and translated user requirements into new business processes and applications. Has formed strong partnerships with relevant parties to help meet IT requirements. Proven expertise in data analytics, visualization tools, and software development for MIS design. Excellent communication and reporting skills to enable translating complex concepts and strategies to decision-makers.


Languages:
Fluency in English Language. Knowledge of Swahili is a plus.
