Introduction

This recruitment depends on award of the project/availability of funds.

 

The position is located in Chisinau, Moldova, under the ILO Decent Work Technical Support Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO Decent Work Agenda in 19 countries of Central and Eastern Europe (for more see www.ilo.org/budapest).

The "Inclusive and Productive Employment in Moldova – Phase II" project financed by Switzerland supports the implementation of Moldova’s Decent Work Country Programme 2025-28. Its objective is to promote the creation of decent work for all in Moldova. This 48-month project addresses multifaceted challenges, including low labour force participation, persistent gender disparities, and high levels of employment in the informal economy. The project therefore takes an integrated approach to respond to these challenges, cutting across several technical areas: employment, enterprise development, transition to formality and social dialogue. 
Working closely with the Ministry of Labour and Social Protection, the National Employment Agency (NEA) and social partners, the project operates at the macro, meso and micro levels. At macro level. it supports the revision of the legal frameworks and the design of policies, including a new National Employment Programme and a gender-transformative National Formalization Strategy. At the meso level, it strengthens institutional capacities, and 
facilitates sector-specific solutions. At the micro level, the project enhances productive employment through the effective decentralized implementation of the National Employment Programme via Local Employment Partnerships (LEPs) and the institutionalisation of the Sustaining Competitive and Responsible Enterprises Programme (SCORE) for enhanced productivity and working conditions in SMEs.

Within the policy and procedural requirements established by the ILO, and under the supervision of the DWT/CO-Budapest Director the Project Technical Officer will be responsible for coordinating the implementation of and providing direct technical support to the above project and contribute to the expected outcomes. The incumbent will assist in promoting ILO policies in the project-related technical areas and other components of the ILO Decent Work Agenda.

 

Reporting lines: 

The Project Technical Officer will liaise and work under direct supervision of the DWT/CO-Budapest Director and will receive technical guidance and support and collaborate with all relevant technical specialists in Budapest.
The Project Technical Officer will also oversee the work of administrative and other support staff of the Project; national officers and any other international or local consultant hired during the project.
The Project Technical Officer will collaborate with the ILO National Coordinator for Moldova and the National Project Coordinators of other ILO Development Cooperation projects in Moldova.

Description of Duties

1.Under the supervision of the responsible supervisor, ensure effective implementation of the project by providing technical inputs, planning, monitoring and evaluation of project activities.  Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.
2.Under the guidance of the responsible supervisor, responsible for the effective management of funds/budgets allocated to the project.
3.Provide technical advice and support to national partners in the design, implementation, monitoring and evaluation of the project activities, in coordination with the ILO DWT/CO-Budapest.
4.Provide programming and administrative support to cooperation activities in employment, enterprise development, transition to formality and social dialogue. Actively participate in and provide inputs to legislative reforms under chapter 19 of the EU accession roadmap and to national policies on employment, enterprise development, social dialogue and transition to formality. 
5.Conduct research and integrate technical inputs for country analyses, reports and publications related to the project and prepare discussion notes. 
6.Develop training materials and conduct seminars and workshops. 
7.Under the guidance of the responsible supervisor, and in close collaboration with the ILO National Coordinator for Moldova, maintain close liaison with the government, workers' and employers' organizations, and UN/non-governmental organizations, to discuss matters and follow up on the project. Maintain working contacts and collaboration with multi-lateral and bilateral donor agencies and draft proposals for funding.
8.Co-ordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects, DWCP, ILO units and external stakeholders, in particular development cooperation projects implemented by other UN entities.
9.Promote ILO policies regarding the project, other fundamental rights at work and the relevant International Labour Standards through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project. 
10.Undertake missions in relation to project implementation.
11.Undertake other duties as required.

Required qualifications

Education

Advanced university degree (Master ‘s or equivalent) in a relevant field.

Experience

At least five years of relevant professional experience.
Knowledge and/or experience in employment policies, small and medium enterprises development, transition to formality and/or social dialogue.
Familiarity with ILO policies and procedures; experience working with officials of ministries of labour and/or education would be an advantage.

Languages

Excellent knowledge of English, and good working knowledge of Romanian or Russian an advantage.

-Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals.
-Proven ability to take responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.

-Ability to initiate and implement development cooperation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments and social partners, and to mobilise the support of international donor agencies and provide quality services. 
-Ability to draft reports and prepare guidelines relating to programme development and implementation.
-Excellent analytical skills.
-Good computer skills.
-Ability to deal with people with tact and diplomacy.
-Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.
-Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
