Overview

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. Jhpiego works with health experts, governments, and community leaders to provide high-quality health care for their people.

The Finance Manager will support the Finance and Admin Director (FAD) by providing sound financial management to the project, overseeing all projects’ financial aspects. S/he will ensure that the financial reports are compatible with standard accounting practices and follow Jhpiego/JHU and USG rules and regulation. The Finance Manager is also responsible for managing and directing the finance and accounting unit of the Country Office, including budget administration, accounting, banking and cash management, financial reporting, processing payments to vendors and contractors, and interfacing with auditors and government tax regulatory agency.  He/she supervises the finance staff and works closely with Operations, Human Resource, IT and Programs staff to accomplish project objectives.

Responsibilities

  • Ensure accurate financial, contractual and administrative reporting of the projects that is  compliant with Jhpiego/JHU and USG rules and regulations, and terms and conditions of the award;
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency;
  • Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to ensure the integrity and effective performance of financial operations and prepare monthly reports;
  • Manage projects’ day-to-day cash needs, vendors and consultants’ payments;
  • Ensures proper review of financial documents, invoices compliant to Jhpiego and donor’s policies and procedures; 
  • Provide guidance to team members regarding the financial requirements of the project in compliance with USG, Johns Hopkins University, and Jhpiego procedures and policies;
  • Development, monitoring, and review of project budgets; prepares monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as required in close coordination with the Finance and Admin Director; 
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during statutory audits;
  • Direct and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting;
  • Contribute to developing work plans and annual budgets for project activities and local office costs;
  • Ensure that USG resources are appropriately directed to project priorities and are in line with project work plans;
  • Provide financial reports, including pipeline analysis, quarterly project reports, as requested by the donor;
  • Mentor, support, supervise and manage a team and ensure that efforts are align with project goals;
  • Oversee Jhpiego BOARD platform and ensure individual project budgets are entered and reviewed.
  • Ensure individual project budgets are entered and reviewed in the QBE.
  • Attend workshops and meetings set by the Home office;
  • Ensure to comply with Philippines statutory audit and requirement every fiscal year;
  • Prepare financial statements in accordance with Philippines Financial Reporting Standards (PFRS)/Philippine Accounting Standards (PAS) using QuickBooks’ reports
  • Train, mentor finance staff and partners if necessary;

Required Qualifications

  • Degree in Business Administration, Public Administration, Finance, Accounting or relevant field.
  • 8 years of finance and administrative experience including financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects.
  • 5 or more years of senior-level work experience with USAID or other donor-funded projects
  • Previous direct supervisory experience of professional and support staff.
  • Knowledge of USG cost principles, including USG regulations, GAAP accounting rules and grants management
  • Demonstrated experience organizing resources and establishing priorities.
  • Knowledge of financing mechanisms - grants and fixed amount sub awards including their relevant terms and conditions.
  • Excellent verbal, written, interpersonal, and presentation skills in English.
  • Excellent diplomacy skills and proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
  • Excellent skills in facilitation, team building, and coordination.
  • Ability to coach, mentor and develop financial and administrative capacity of project staff.
  • In depth knowledge of financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft Office.
  • Ability to travel to project sites and cities at least 10% of the time.
