Duties and Responsibilities

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable and resilient towns and cities. It is the focal point agency for all urbanization and human settlement matters within the UN system. UN Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation. For over forty-five years UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for cities and towns of all sizes. In Jordan, UN-Habitat has been working with national and local stakeholders on multiple integrated focus areas, including policy development, disaster risk reduction, climate adaptation and mitigation, public spaces, WASH, food security, as well as infrastructure and basic services. The UN-Habitat Country Office of Jordan has been working on several programmes and projects which work on enhancing the inclusion, participation, and enhanced socioeconomic conditions of all, with a particular focus on vulnerable populations in urban areas. These programmes underscore a commitment to evidence-based planning, multi-stakeholder engagement, and innovative approaches to address urban challenges and advance SDGs. One of the key focuses of the program is on public space development to enhance socioeconomic conditions. UN-Habitat recognizes that well-designed and accessible public spaces are crucial in fostering social cohesion and economic opportunities. By engaging communities in the planning and transformation of public spaces, the program creates vibrant and inclusive environments that encourage interaction among diverse populations. UN-Habitat Jordan, in partnership with UNESCO and with support from the Italian Agency for Development Cooperation, is endeavoring to enhance the socioeconomic well-being and preserve the integrity of Al-Salt City through the revitalization of public spaces and the valorization of living heritage assets, through the “Green Al-Salt: Public Spaces and Living Heritage for Socio-Economic Development” project. This project will utilize UN-Habitat innovative methodologies to engage communities, such as the Public Space City-Wide Assessment and the Public Space Site-Specific Assessment tools. Additionally, UN-Habitat Jordan has been working on addressing climate change, under a key focus area under its Strategic Plan on ‘Strengthened Climate Action and Improved Urban Environment’. Under the Domain of Change to strengthen climate action and improve the urban environment supported by UN-Habitat’s flagship programme on Resilient Settlements for the Urban Poor – RISE UP, UN-Habitat Jordan is working in Sahab Municipality to implement the project called “Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor in Bolivia, Colombia, Ethiopia, Jordan, and Tunisia”. This project aims to enhance understanding of multi-layered and interconnected climate, urban, spatial, socio-economic and biodiversity risks and vulnerabilities of the most vulnerable communities in secondary and tertiary cities. Through a rigorous, spatial vulnerability assessment methodology, the project identifies hotspots of multi-layered vulnerabilities. These hotspots will help to identify climate resilience and adaptation actions at municipal and local levels with the greatest benefit for the most vulnerable urban poor. It further aids to appraise and prioritize feasible and bankable pipeline projects that reduce vulnerabilities in hotspots through participatory urban planning and decision-making processes with local stakeholders and urban poor communities. Furthermore, UN-Habitat Jordan is collaborating with the Royal Scientific Society National Energy Research Centre and IUCN to implement the EU-funded, “Climate-Smart Pathways for an Agile and Resilient Economy (CARE)” project, which aims to analyze the ecosystem of innovation around the Water, Energy, Food, and Ecosystem (WEFE) Nexus by identifying enabling factors to improve the environment and enable innovation in the vital sectors in Madaba governorate. This scope of work will also ensure significant contributions to the Sustainable Development Goals (SDGs) by supporting the selected cities and neighborhoods to become increasingly inclusive, safe, resilient, and sustainable. UN-Habitat Jordan now seeks to strengthen its capability in the delivery of its programmes by recruiting an urban expert with experience to manage and support the implementation of the above programmes. Reporting Line: The Junior Urban Planner will be hired and work under the overall supervision of the UN-Habitat Jordan Head of Programme. Duties And Responsibilities: As per the ToR, the Junior Urban Planner will support the UN-Habitat Urban Programme Officer in implementation the “Green Al-Salt: Public Spaces and Living Heritage for Socio-Economic Development” project; UN-Habitat’s flagship programme on Resilient Settlements for the Urban Poor – RISE UP “Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor in Bolivia, Colombia, Ethiopia, Jordan, and Tunisia” project funded by AECID, and the “Climate-Smart Pathways for an Agile and Resilient Economy (CARE)” project funded by EU. The Junior Urban Planner will support the Urban programme manager in the implementation of the following projects: 1. Implementation of the “Green Al-Salt: Public Spaces and Living Heritage for Socio-Economic Development” project.  Mange the development of city-wide assessment of public spaces in Al Salt. 2. Implementation of “Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor in Bolivia, Colombia, Ethiopia, Jordan, and Tunisia”.  develop of multilayered Vulnerability assessment (MLV) for Sahab Municipality 3. Implementation of the “Climate-Smart Pathways for an Agile and Resilient Economy (CARE)” project funded by EU.  Coordinate the establishment of the WEF Urban nexus Lab in Madaba Municipality.

Qualifications/special skills

• University degree in Architecture, Urban Planning, Sustainable Urban Development, Geography, or a related field is required. • 2 years of relevant work experience in the field of urban development and planning (and/or related fields) in the local context with direct proven experience is required. • Working experience with international development organizations is desirable.

Languages

• English and French are the working languages of the United Nation Secretariat, for this position fluency in English and Arabic (both oral and written) is required.
