UNICEF in Vientiane, Lao PDR is looking for a National Consultant on RMNCAH for Borikhamxay province for UN JOINT Programme. The duration of this assignment is 11 months, starting as soon as possible. Consultant will be based at the Provincial Health Office of Borikhamxay province (Government office).

UNICEF in Vientiane, Lao PDR is looking for a National Consultant on RMNCAH for Borikhamxay province for UN JOINT Programme. The duration of this assignment is 11 months, starting as soon as possible. Consultant will be based at the Provincial Health Office of Borikhamxay province (Government office).
Summary of key functions/accountabilities:
- Conduct desk review to orient him/herself about UNJP plan 2024 and RMNCAH priority activities in provincial and district work plans.
- Facilitate program implementation and documentation-Province, district, HC, Village level.
- Establish close coordination with Provincial, District Health Offices, relevant health facility staff, UNJP and other development partners working on RMNCAH.
- Provide support for roll out of the RMNCAH Community Package/VHV toolkit.
- Facilitate PHO in data collection, analysis, dissemination and use of RMNCAH data recorded in DHIS2.
- Conduct regular field monitoring visits to identify any challenges, constraints, and take corrective measures and update the relevant staff for follow up action.
- Coordinate local level progress reviews.
- Facilitate monitoring missions as and when required.
- Document best practices on RMNCAH service delivery.
To qualify as an advocate for every child you will have…
Bachelor’s or advanced degree in Public Health, medical sciences, community health or another relevant area.
Qualifications, experience, knowledge and skills:
- At least three years of relevant experience in planning and coordinating health programmes at provincial and/or district level, with a specific focus on maternal and child health.
- Experience of working in community health would be an advantage.
- Previous work experience in the Ministry of Health, provincial health administration in Borikhamxay, UN agency or iNGO in the health sector is considered an asset.
- Have hands-on experience in maternal and child health and community health would be required.
- Familiarity with the Lao PDR health system context is required.
- Ability to work in a multidisciplinary team and have the initiative to work independently to meet deadlines.
- Ability to communicate in English (speaking and writing) would be an advantage.

Assessment Criteria:
- Technical Evaluation (75 points)
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview, if required.
Degree Education in ………. (15 points)
- Bachelor’s or advanced degree in Public Health, medical sciences, community health or another relevant area.
Knowledge of ........... (15 points)
- Familiarity with the Lao PDR health system context is required.
- Ability to work in a multidisciplinary team and have the initiative to work independently to meet deadlines.
- A good command of English (speaking and writing) is required.
- Proficiency in local ethnic languages is considered an asset.
Experience in ......... (30 points)
- At least three years of relevant experience in planning and coordinating health programmes at provincial and/or district level, with a specific focus on maternal and child health.
- Previous work experience in the Ministry of Health, provincial health administration in Borikhamxay, UN agency or iNGO in the health sector is considered an asset.
- Have hands-on experience in maternal and child health and/or community health would be an advantage.

- Financial Proposal (25 points)
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 50 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
