ANGOLA: OPERATIONAL MANUAL AND MECHANISM CONSULTANT

PROJECT BACKGROUND 

The Ministry of Environment (MINAMB) in Angola, acting as the National Designated Authority (NDA) for Climate Finance, has secured grant funding from the Green Climate Fund (GCF) for a two-year Readiness project, partnering with the Global Green Growth Institute (GGGI). The overarching aim is to equip the Angolan NDA with the necessary institutional capacity, mechanisms, strategic framework, and enabling environments to enhance its coordination and engagement with the GCF.

Specifically, the grant aims to support the development of the criteria and framework for nominating two direct access entities to the GCF; support the strengthening of the NDA's systems (including human, technical, and institutional capacity) in areas relevant to the GCF's objectives; and establish a mechanism and system within the NDA to enable the NDA to fulfill its roles and responsibilities in order to improve their access to climate finance. Furthermore, it will help to improve coordination mechanisms and no-objection procedures based on multi-stakeholder consensus; develop Angola's GCF country program; develop a strategy for private sector mobilization; and create a climate finance tagging system for tracking internal and external financial flows. In the final round, this Readiness grant will create or improve two idea notes for submission to GCF.

 

OBJECTIVES OF THE ASSIGNMENT  

This consultancy targets NDA staff engaged in using the operational manual, participating in no-objection procedures and multi-stakeholder engagement, and involved in climate change project screening and selection. The overall objective is to equip the NDA with essential tools, procedures, and mechanisms to effectively fulfill its functions related to climate change projects and stakeholder engagement. The specific objectives are to:

  • Develop an operational manual to guide the functioning of the NDA.
  • Establish a no-objection procedure and multi-stakeholder engagement mechanism.
  • Develop a system for screening, selecting, reviewing, and facilitating climate change projects.
  • Disseminate the operational manual, procedures, and systems through stakeholder engagement and training workshops.
  • Support the international climate finance consultant by leading stakeholder engagement processes and assisting with activities that require coordination with local actors.

Activity 1.1.1.1: Conduct institutional gap analysis and capacity needs assessment in areas relevant to the GCF objectives and the oversight of GCF activities, such as project and programme development and management, international procurement, accounting, E&S safeguards, gender, oversight, planning and monitoring and evaluation processes.

Deliverable: Detailed Report comprising a SWOT analysis of the current situation. The report should include the following: a) Recommendations for the optimal national-level institutional framework for the National Designated Authority (NDA); b) Specific functions and Terms of Reference for the envisioned coordination mechanism; Concrete proposals for establishing the coordination mechanism; d) Analysis of capacity-building needs along with a comprehensive plan outlining the costs associated with capacity building.

Activity 1.1.1.2: Conduct 2 capacity building workshops in areas relevant to the GCF objectives and the oversight of GCF activities, such as project and programme development and management, international procurement, accounting, E&S safeguards, gender, oversight, planning and monitoring and evaluation processes, targeting 25 participants each with considerable female participation.

Deliverable: A comprehensive report for each capacity-building session. Each Report should include (i) an Agenda detailing the workshop schedule; (ii) training materials used during the workshop; (iii) pre-workshop and post-workshop surveys to assess participant knowledge and feedback; and (iv) a list of participants disaggregated by gender.

Activity 1.1.2.1: Develop an operational manual to guide the functioning of the NDA, including a procedure to establish an effective coordination mechanism, including NDA capacity-building needs.  

Deliverable: NDA operational manual and procedure defining functions, roles and responsibilities of the NDA’s coordination team to fulfill its roles and responsibilities.

Activity 1.1.2.2:Conduct 2 capacity-building workshops to build the capacity of NDA staff on the system and operational manual/procedure to establish an effective coordination mechanism. The workshops will invite approximately 25 participants from NDA, targeting 50% women participation. 

Deliverable: A capacity building workshop report for each session, including agenda, training materials, pre- and post-survey, and list of participants disaggregated by gender.

Activity 1.1.2.3:Facilitate the P&Is legal agreement signing-off process, including technical assistance, legal agreement assessment and regulation analysis.

Deliverable: A capacity building workshop report for each session, including agenda, training materials, pre- and post-survey, and list of participants disaggregated by gender.

Support the international consultant by leading stakeholder engagement processes and assisting with activities that require coordination with local actors.

All deliverables, including the final reports, must be approved by GGGI with the agreement of MINAMB. The Consultant should strive to integrate GGGI’s and MINAMB’s comments within 14 days from the receipt of the comments or modification requests. The Consultant shall submit the reports in both hard copies and electronic versions readable by a Microsoft Office application. All outputs must be in English.  

 

EXPERTISE REQUIRED 

The description of required expert may be split into following parts: 

  • Advanced degree in public administration, international development management, operation management, business administration or related field.

  •  Preferably 5 years of experience in institutional operations consultancy services, developing procedures and mechanisms for government agencies.

  •  Proven or demonstrated previous experience in developing Operational Manuals for GCF-funded projects.

  • Good command of spoken and written Portuguese and prior experience working with the NDA in Angola are strong assets.

  • Prior experience working with the NDA in Angola is a strong asset.

ADMINISTRATIVE INFORMATION  

The consultant will report to the Project Manager and coordinate closely with the NDA GCF Focal Point as well as the Directorate for Climate Action and Sustainable Development, at the Ministry of Environment. During the first week of assignment, the consultant will define the consultancy's reporting arrangements, consulting with the NDA and the Project Manager. Date to close is Korean Standard Time (KST). A consortium, or a firm may not be engaged for the individual consultant assignment.
