1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is an international financial institution focused on financing sustainable infrastructure projects. By mobilizing new capital and investing in green, technology-enabled projects that foster regional connectivity, AIIB aims to support the development of sustainable infrastructure for the future. The Asian Infrastructure Investment Bank (AIIB) is currently seeking a consultant to support the implementation project of AIIB's treasury-related systems, specifically the Asset Liability Management system (ALM) and Unified Treasury System (UTS). The consultant will assist in system implementation coordination and should ideally have prior experience in implementing treasury systems within the banking industry. This position will be based onsite at AIIB's headquarters in Beijing, China and will be a part of the Information Technology Division (ITD).

2. Objectives of the Assignment

1- Support the implementation projects for the Treasury Department's systems, specifically the Asset Liability Management system and Unified Treasury System. 2- Coordinate solution design, configuration, system integration testing (SIT), user acceptance testing (UAT), and data migration phases of the Treasury Department's systems implementation. 3- Foster collaboration with diverse teams such as infrastructure, data management, IT security, and risk management to ensure a seamless deployment of products and services to end-users. 4- Ensure adherence to AIIB's IT governance processes, procedures, and compliance with audit and control requirements. 5- Take charge of vendor management, including procurement, contracting, and performance evaluation and management.

3. Scope of Services

1- Implementation Coordination: Coordinate the implementation projects for the Asset Liability Management system and Treasury Management system within the Treasury Department. 2- Support Solution Design: Assist in coordinating the solution design phase, ensuring that the systems meet the requirements and objectives of the Treasury Department. 3- Support Configuration: Support the configuration of the systems, ensuring that they are set up correctly and aligned with the Treasury Department's needs. 4- Support System Integration Testing (SIT): Assist in coordinating the SIT phase, ensuring that the systems integrate smoothly with other existing systems and functionalities. 5- Support User Acceptance Testing (UAT): Support the coordination of UAT, ensuring that the systems meet the user requirements and are ready for deployment. 6- Support Data Migration: Assist in coordinating the data migration phase, ensuring that the necessary data is migrated accurately and securely to the new systems.

4. Consultancy Output / Deliverables

• During the project design phase, ensure the closure of open issues listed and coordinate communication between users and vendors as necessary to ensure timely signing of the design document. • Throughout the project, follow up with potential market data providers to ensure timely signing of data subscription contracts. • Coordinate communication with other internal DPMs during the project to facilitate smooth discussions on interface issues between ALM, UTS, and peripheral systems. • Coordinate with vendors, BU, and ITD to ensure the smooth organization of regular meetings during the project. • Coordinate ALM and UTS peripheral systems during the SIT phase to ensure timely testing and follow-up on the issue list. • Coordinate ALM and UTS users during the UAT phase for testing and follow-up on the issue list. • Coordinate with BU and peripheral systems during the data migration phase to ensure data readiness. • During the project rollout phase, monitor the progress of the golive runbook to ensure timely completion of the runbook steps.

5. Implementation Arrangement

The consultant will work in AIIB headquarter in Beijing. The consultant is expected to work closely with digital project manager of the projects.

6. Support to the Consultant by the Bank

The administrative support and office facilities the Bank will provide to the Consultant.

Qualification Requirement

• Minimum of 3-5 years of experience in digital program management or related roles. • Solid understanding of asset liability management system and treasury management system. • Experience in implementing treasury-related systems is a plus. • Results-oriented with the ability to multitask and prioritize duties effectively. • Excellent communication and engagement skills with internal and external stakeholders at all levels. • Fluency in oral and written English is a must. • Bachelor's degree or higher in a related field from a reputable university.
