The Senior Gender Specialist will be primarily responsible for supporting the integration of Gender dimensions into the operational work of AIIB and managing the Gender risks and impacts in investment strategies, policies, programs and projects as per the requirements of AIIB’s corporate commitments and Environmental and Social Policy (ESP). 

Responsibilities:

a.    Contribute to AIIB’s knowledge base on gender aspects, particularly related to ESF requirements, thematic areas such as OHS, LWC, stakeholder engagement, GRM, etc., and emerging ESG frameworks. 
b.    Participate in the identification, appraisal, design and implementation of investment programs and projects to evaluate and manage gender and social risks and impacts. Appraise the gender and other social risks and impacts associated with investment projects, both Sovereign-backed Financing (SBF) and Non-sovereign-backed Financing (NSBF) including Projects involving financial intermediaries (FI), against the requirements of AIIB's ESP. More specifically, this responsibility includes: 
o    Screening Projects for potential gender risks and impacts, including GBV, SEAH impacts and risks, and proposing the ES category for the Project.
o    Conducting AIIB’s due diligence assessment on the social aspects of the Project, including assessing and identifying potential gender-differentiated impacts of the project with special attention to disproportionate gender impacts and the vulnerability of various types of potentially affected people.
o    Supporting clients in preparation and implementation of social impact assessments (SIA), gender action plan, resettlement planning frameworks (RPF), resettlement plans (RP), Indigenous Peoples Plan (IPP), Indigenous Peoples planning frameworks (IPPF), and other relevant instruments for managing social risks and impacts in Projects across priority sectors such as water, energy, transport and urban development.

o    Based on the social and gender analysis, support the client to develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project, including, enhancing the design of the Project to promote equality of opportunity and women’s socioeconomic empowerment, developing performance indicators disaggregated by gender where appropriate, conducting meaningful consultations in a gender-sensitive manner and disclosing ES information in a gender-sensitive manner 

c.    Conducting gender and social due diligent reviews, advisory work, and compliance studies, including field-based reviews as needed.
d.    Monitoring implementation of the relevant social risk management instruments of the Project and addressing any issues that arise during Project implementation, including any changes in the Project design or scope.
e.    Assisting the clients to address any non-compliance with its obligations by providing support to develop, recommend, and monitor courses of action/corrective measures required of the client to bring the Project back to compliance with the AIIB’s ES Policy.
f.    Conducting reviews of country’s relevant laws and regulations and corporate management systems and their institutional capacities to implement, in order to determine their potential for selective partial or full use in AIIB-financed projects.
g.    Additionally, the Senior Gender Specialist is expected to support ES Head in leading SFD gender agenda and managing the ES Team. Specific tasks could include the following,
o    Coordination of intra and inter department interactions, including technical discussions, exchanges and collaborations; 
o    Lead or contribute to SFD initiated tasks related to gender, ESF application, ESMS building operation, GRM, ES due diligence;
o    Lead or contribute to AIIB gender agenda in line with its corporate commitment and requirements, including gender team building, gender strategy and approach development, team programming and internal capacity building, and implementation of the corporate Gender Action Plan;  
o    Lead or contribute to overall AIIB portfolio ESF management, including on gender, GBV and SEAH;
o    Lead or contribute to AIIB as well as client capacity building and knowledge generation related to gender, GBV and SEAH. 
o    Contribute to ES team internal and Bank-wide capacity building efforts on gender including GBV, SEA/SH, ESF application and implementation.
o    Mentor and guide new and young staff on AIIB’s environmental social policies and practices, particularly on gender, GBV and SEAH.
o    Represent E&S Team in corporate meetings, IDRs, various internal thematic working groups, and represent AIIB in various global working groups on gender, GBV and SEAH sub-working groups, including ESF implementation. 
 
Requirements:

The Senior Gender Specialist must have proven ability to carry out complex tasks as part of multi-disciplinary teams, capacity to work under pressure to meet strict deadlines; and ability to work with Project Teams, Clients and key stakeholders on managing environmental and social risks and impacts.

Required Qualifications:

•    Advanced degree (Masters or PhD) in gender studies, social science, planning, law, or related discipline.
•    Minimum 8 years of relevant experience in gender and social planning and management, either working for, or as a government counterpart or consultant to, a multilateral development bank (MDB), bilateral donor or a private sector organization. Candidates with 10+ years is preferred.

Required Professional Competencies:

•    Proven application of professional expertise in planning, management and monitoring of gender aspects, including risks and impacts of infrastructure projects in sectors such as energy, transport, water, social infrastructure, and urban development.
•    Demonstrated working experiences in assessment of gender impacts and risks, including GBV and SEAH, action planning in addressing such impacts and risks, as well as designing and execution of required monitoring mechanisms
•    Demonstrated experience with the planning, preparation and implementation of project-level gender assessments and related types of studies, including relevant social risk management plans and frameworks.
•    Effective ability to participate in project development and supervision, including project design, feasibility studies, consultations with key stakeholders and management of gender and ES risks
•    Demonstrated experience in monitoring social aspects for projects under implementation, particularly gender, GBV and SEAH.
•    Ability to effectively work with public and private sector clients and financial intermediaries, and development partners (MDBs, bilateral development organizations and development finance institutions) of AIIB in an effective, timely and professional manner in both formal and informal settings.
•    Experience with the development and implementation of gender and social development strategies, policies, and procedures, particularly gender strategies, policies and guidelines
•    Experience in working with civil society organizations, nongovernmental organizations and/or Indigenous Peoples. 
•    Demonstrated team leading experiences. 
Required Communication and Team Skills:

•    Excellent written and verbal communication skills in English. 
•    Knowledge of language(s) of a country in which AIIB invests would be an advantage. 
•    Strong interpersonal skills and demonstrated ability to work in multi-disciplinary teams.
•    Ability to coach/mentor junior staff.
