Overview & Responsibilities
ORGANIZATIONAL CONTEXT
Corruption takes on petty and grand forms, involving officials from the lowest to the highest levels of government. In 2019, the Government of the DRC articulated a holistic approach to addressing endemic corruption challenges. A key element of the new approach was establishing an anti-corruption agency at the level of the Presidency (Agence de Prévention et de Lutte contre la Corruption - APLC). However, the APLC and other relevant justice sector institutions in DRC lack an adequate legislative framework, organizational infrastructure, resources, and staff capacity to effectively investigate, prosecute, and adjudicate crimes involving corruption, money laundering, and terrorist financing in line with national and international standards.
IDLO’s project “Strengthening Professional Capacities for an Effective Anti-Corruption Response (SPC)” aims to assist the APLC, the Judiciary police officers (Officiers de Police Judiciaire - OPJ), and selected magistrates by ensuring that:
- DRC anti-corruption bodies endorse a shared organizational framework for effective interagency operations.
- APLC and related bodies improve their organizational and operational capacities.
- Frontline APLC officers and other critical anti-corruption actors improve their knowledge and practical skills on investigating, prosecuting, and adjudicating corruption cases in line with national and international standards."
THE POSITION
The Department of Programmes is the central management and coordinating function for Programme delivery and capacity development. It is responsible for the implementation of IDLO’s global Programme portfolio for field and non-field locations in line with organizational strategy.
Under the direct supervision of the Country Manager, DRC, the Programme Coordinator supports implementation of Programmes. The Programme Coordinator is responsible for overall Programme cycle support including, formulation, implementation, financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.
Summary of Functions
- Support day-to-day Programme implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures;
- Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
- Programme Development and Programme Representation.
Key results expected
1. Support day to day Programme implementation, including: work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
- Manage the coordination of work and information between IDLO Offices.
- Support development of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, and others.
- In coordination with the Field Office, monitor daily Programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections.
- Draft, collate and provide input for the finalization of internal and external reports, in collaboration with the field office; coordinate the approval and submission Programme reports; ensuring these highlight the value and impact the Programme/activity brings.
- Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder.
2. Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
- Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues Monitor compliance with Programme contracts and subcontracts.
- Under the leadership of the Evaluation Unit, support the evaluation of Programmes.
- Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
- Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the Programme; respond to internal and external requests for such research.
3. Programme Development and Programme Representation.
- Represent IDLO in Programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions; CSO's and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs.
- In coordination with the supervisor, generate ideas and identify new Programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Programme portfolio in line with country/regional/organizational strategies.
- Responsible for design of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
Job Requirements
Academic qualifications
- Advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences.
Work experience
- 3-5 years of relevant professional experience ideally within an international organization.
- Professional experience in capacity development and Rule of Law Programming would be an asset;
Languages
- Fluency in English is required.
- Fluency in French is required.
- Knowledge of Kituba (Kikongo)/ Lingala/Swahili/Tshiluba would be an advantage.
Specific knowledge, skills, and competencies
- Familiarity with standard program and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles;
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.

Terms & Conditions
For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding.
In addition, IDLO shall offer a yearly basic salary in the range of USD 46,165, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.
This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
