WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world. As of Q3 2023,WFP delivered vital food assistance to 13.2 million
people in need, provided nutrition support to 2.9 million children and women, and
also contributed to education through its school feeding programme reaching 2 million schoolchildren.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

To assist the most vulnerable beneficiaries, the Yemen Country Office and the local authorities Supreme Council for the Management and Coordination of Humanitarian Affairs (SCMCHA) reached an agreement to conduct the targeting and registration exercise in three districts under the jurisdiction of the Sana'a-based authorities in North Yemen. After the successful rollout of the pilot exercise in North Yemen, it is now evident that WFP could carry out the exercise across North Yemen.

Managing the data received from cooperating partners and ensuring it meets WFP standards is now critical, as WFP is in line with the authorities to carry out the targeting and registration exercise across the country. This entails the selection of the correct beneficiaries to receive assistance and ensuring the needs of the country office beneficiary identity and transfer management implementation are fulfilled and performed correctly, which would necessitate specific knowledge and awareness of the business process flow. Additionally, the area offices will require vigilant oversight to ensure that these procedures are properly coordinated and executed throughout the chosen governorates and districts.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the implementation of the beneficiary information management in the Country office.

2. Lead and direct the team to ensure timely completion of deliverables while fostering positive team relationships an environment conducive to productivity.

3. Collaborate extensively with the other subunits i.e. Targeting and Digital Solutions team to guarantee the continuous functionality of the platform and access to all digital services.

4. Ensure the effective implementation and maintenance of risk management, governance, and internal control processes pertaining to beneficiary management in conjunction with the compliance functions of the regional bureau and country office.

5. Coordination of internal and external stakeholders in facilitating and organizing trainings, workshops and other capacity building activities at high level.
6. Analyze SCOPE data on a regular basis and provide analytics for dashboard development, providing management with inputs on beneficiary information management.
7. Develop sustainable capacity building and transfer knowledge of beneficiary management to the local government counterparts and cooperating partners.
8. Coordinate in the development of standard operating procedures, policies, guidelines, processes, information systems, and beneficiary management reports.
9. Carry out any additional responsibilities as directed by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Information technology, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience: For holders of an advanced degree, 3 years of relevant work experience, and 5 years for holders of first-level university degree of progressively responsible experience in in the field of humanitarian relations.

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese is an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Proficient in managing tickets, initiating and delivering change requests, and coordinating efforts with the service delivery and product development teams at HQ and RB SCOPE.

• Expert in WFP SCOPE platform with a minimum of three years of practical experience.

• Proficiency in multimedia to design graphic works and displays for donor and management presentations.

• Proficient in managing emergency situations.

• Proficient in the development of delivery mechanisms for a wide range of transfer modalities in a humanitarian setting.

TERMS AND CONDITIONS
The applicant shouldn't be a Yemeni national.
This position is required for a period of consecutive 11 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
