Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Job Purpose

The Reporting Resource Person will be responsible for preparing operations updates, pledge-based reports, and final report for the Afghanistan Humanitarian Crises Emergency Appeal (MDRAF007). S/he will work in a matrix approach with the IFRC Afghanistan Country Delegation’s Emergency Reporting Officer, Programme and Operations Manager, and Quality and Accountability Manager as well as with the Planning, Monitoring, Evaluation, and Reporting (PMER) and Quality Assurance Unit of the IFRC Asia Pacific Regional Office. This is a flexible part-time role that will be conducted remotely with periodic visits to Afghanistan. The resource person’s work is envisioned to be conducted over a six-month period: 15 October 2024 to 31 March 2025. The resource person will be engaged on a consultancy contract to work 40 days over the six months. A total of three visits to Afghanistan are envisioned during three phases of the assignment. First phase (operations updates, pledge-based reports, and planning for final reporting) will be done in October/November 2024, the second phase (final report data collection, anecdote and human story gathering, and preparation of initial draft) will follow in January 2025, and the last phase (editing, formatting, and finalizing) during the first half of March 2025.

Job Duties and Responsibilities

Phase 1 (November 2024): • Drafting operations update for the Herat earthquakes operational strategy. • Drafting pledge-based reports due in December 2024. • Planning for final reporting with the IFRC Afghanistan Country Delegation, the Afghan Red Crescent Society (ARCS), and Participating National Societies (PNS). Phase 2 (November 2024 – January 2025): • Finalizing operations update for the Herat earthquakes operational strategy. • Finalizing pledge-based reports due in December 2024. • Preparing initial final report drafts for: drought/humanitarian crises operational strategy (OS1); Khost and Paktika Earthquake operational strategy (OS2); Herat earthquakes operational strategy (OS3), and; protracted humanitarian crisis operational strategy (OS4). • Undertaking data collection in coordination with the Data and Information Management Team. • Gathering anecdotes and human stories in coordination with the Communications Team. • Preparing initial drafts for pledge-based reports due in March 2025. • Supporting the Data and Information Management Team in producing infographics highlighting achievements under the four operational strategies. Phase 3 (February – March 2025): • Finalizing pledge-based reports due in March 2025. • Editing and formatting the consolidated final report for Emergency Appeal MDRAF007. • Supporting the Data and Information Management Team in producing an infographic highlighting collective achievements under Emergency Appeal MDRAF007. Deliverables: 1. Inception report – by 10 November 2. Herat Earthquakes Operation Update 4 – by 10 November 2024 3. Pledge-based reports due in December 2024 – by 30 November 2024 4. Draft final report for drought/humanitarian crises operational strategy (OS1) – by 30 November 2024 5. Draft final report for Khost and Paktika Earthquake operational strategy (OS2) – by 20 December 2024 6. Draft final report for Herat earthquakes operational strategy (OS3) – by 15 January 2025 7. Draft final report for protracted humanitarian crisis operational strategy (OS4) – by 31 January 2025 8. Draft consolidated final report for Emergency Appeal MDRAF007 – by 14 February 2025 9. Pledge-based reports due in March 2025 – by 28 February 2025 10. Edited and formatted consolidated final report for Emergency Appeal MDRAF007 – 14 March 2025 11. End of assignment report – by 20 March 2025

Education

Required: At least bachelor's degree in humanitarian, development, communication or other relevant fields.

Experience

Required: Extensive experience with IFRC and the Movement (minimum 5 years), particularly in emergency appeal report preparation. Preferred: Previous work experience in IFRC planning, monitoring, evaluation, reporting and quality assurance.

Knowledge, Skills and Languages

Required: Ability to synthesize, coordinate and consolidate vast amounts of data and information into a comprehensive, clear and well-structured report. Ability to work independently and deliver high-quality work within tight deadlines. Profound understanding of the Red Cross Red Crescent Movement mandates, principles, values. Demonstrated capacity to work both independently and as part of a team Fluently spoken and written English.
