Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a MEAL Officer for its office in Lviv.

Under the supervision of the MEAL Manager, The MEAL Officer's primary responsibility is to provide regular oversight of program activities, ensuring they align with planned inputs, indicators, milestones, and targets.This role plays a critical part in the organization's ability to measure and communicate the impact of its programs, while also ensuring that lessons learned are integrated into future program designs and strategies.

Your responsibilities:

  • Support the development of MEAL plans during the proposal phase and create M&E workplans and ITTs for each project, collaborating with MEAL teams from partner organizations.
  • Coordinate with partners to ensure timely submission of monthly reports. Review MEAL reports from partners, offering feedback and ensuring high-quality submissions.
  • Track program activities in relation to set targets and indicators, while documenting key achievements and challenges.
  • Oversee the development or review of MEAL tools (e.g., assessment tools, surveys, distribution lists) in partnership with relevant stakeholders.
  • Provide technical guidance and facilitate training, coaching, and mentoring to strengthen the MEAL capacities of partner teams. Design and implement capacity-building plans based on identified needs.
  • Conduct regular monitoring visits to project sites, offering feedback for ongoing quality control.
  • Perform other duties as assigned by Line Manager.

Your profile:

  • Bachelor’s degree or equivalent in the social sciences or public health fields.
  • Experience in MEAL and/or data management.
  • Demonstrated ability to conduct rigorous quantitative and qualitative analysis using appropriate analytical methods; design and implement quantitative and qualitative rapid appraisals, etc.
  • Experience with mobile data collection tools (Kobo, or others).
  • Good skills in MS Excel.
  • Ability and interest in working with local partners and building their capacities.
  • Fluency in both Ukrainian and English Languages (written and spoken).
