This is to announce that the Amman delegation has a vacancy for three Protection Family Links Field Officers at the Protection Support Office (SYS[1]) office in Amman, Jordan.

CONTEXT
The Syria Protection Support Office (SYS) is part of the Syria Protection team for the implementation of all protection activities (Detention, Protection of the Civilian Population, Protection of Family Links, Missing), in the framework of priorities, objectives, and strategies set by the Protection Department in Syria. Moreover, SYS integrates into its working ecosystem the Caseload and Revision Analysis team, as well as the Front Office Desk (Call Centre), collecting remote Tracing cases (TCs) and Allegation of Arrests (AoAs) over the phone. This last team (FOD), though fully part of the PROT DAM setup is based in Amman Delegation.
PURPOSE
The Syria Support Protection Family Links (PFL) Field Officer 3 supports the implementation and monitoring of ICRC protection family links (PFL) activities set by the Syria delegation for the Syria Support Office (SYS) based in Amman. It plays the role of a protection back office for the Syria delegation.
RELATIONSHIPS
· Internally, interacts with colleagues on matters related to PFL in general and the Missing file. It includes communication with all SYS; the Syria Missing Cell and the Protection Departments in Syria, Lebanon, and Jordan, as well as other delegations and ICRC structures linked to STM-related responsibilities and in HQs with GLOB and Child Protection Units (for FF- FFF caseload) whenever relevant.
· Externally, interacts with an extensive number of RC/RC National Societies and enquirers.
General Duties :
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
- Understands and adheres to the ICRC Code of Conduct
- Understand the roles of the components of the International Red Cross and Red Crescent Movement
- Always respects and observes staff regulations and security rules.
- Always professionally represent the ICRC.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
In line with existing working procedure and institutional guidelines, under the supervision of SYS Head, the PFL Field Officer 3:
· In coordination with the other supervisors and under the supervision of the Head of SYS; organizes daily backup office work and plays the interface of responding swiftly the requests from/ for the field (Syria Delegation and Sub Delegations);
· Manages, coordinates, coaches, and monitors a team of Field Officers to conduct daily PFL activities spanning from quality control to addressing, sharing, and reporting on PFL cases with a large number of National Societies/ICRC Delegations (= Family Links Network);
· Filter and summarize weekly all issues and questions to be addressed regarding the daily business to report to the Head of SYS and share further when relevant,
· H/she’s the one responsible for attributing tasks and caseloads to her/his team and takes a concrete part in the treatment of complex cases directly (approx. 20% of the daily treatment of cases), especially when it involves coordination with other colleagues from other sections/ departments/ Syria.
· H/she ensures that the works delivered by her/his team always abide by the rules and principles of the RFL Code of Conduct for Data Protection.
· Is the Focal Point for centralizing information, analyzing, and enabling DAM Coordination prioritizing the caseloads to be addressed for the activities of the section that h/she will supervise.
· Ensures the sustainability of the work assigned among the team members and regular coordination among the staff.
· Recruit Tracing SYS team members when needed, under the supervision of the Head of SYS,
· Ensures the mobilization of her/his team when SYS collective efforts are requested under pressure to treat other files,
· Keep abreast of the political developments in Syria and document the history of the issue of PFL and missing person files in Syria.
ADDITIONAL DUTIES
· Understand the three components of the Red Cross/Red Crescent Movement.
· Always apply the security rules.
· Respect and observe staff regulations of the ICRC in Lebanon.
· Performs duties and tasks not covered in this job description and provides support to other departments when necessary.
PEOPLE MANAGEMENT RESPONSIBILITIES
· Understands and supervises the Performance Management & Development (PMD) activities for the field officers under her supervision.
· Makes sure that deadlines for the PMD cycle are met.
· Engages in ongoing and continuous feedback and support, for employees directly supervised.
· Organizes regular meetings with both line and functional managers.
· Organizes, along with SYS Head, regular meetings within her team to ensure optimal coordination of the work and proper flow of information.
· Plans and coordinates the annual leave of the field officer under her supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.
· Coordinates and supports the employees under her supervision in their personal development.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
· 6-9 years of professional experience,
· 3-4 years of previous experience as a social worker or similar,
· Team management experience (4-5 years) required.
· 2-3 years ICRC experience in the field of PFL or similar experience with another client-focused organization.
· Proven experience in leading and managing protection activities or projects.
· Confirmed experience in RFL/tracing, with a good knowledge of working modalities of National Societies is a strong asset.
· Public speaking skills and ability to communicate effectively.
