Report to : Humanitarian Mine Action Project Manager

Overall purpose of the role:

The Humanitarian Mine Action (HMA) Officer works as part of DRC’s team in Rakhine. The position is based in Sittwe, with regular travel to field bases across Rakhine State as needed. Overall responsibility includes community liaison & needs assessments capacity building, monitoring & evaluation of DRC’s partner organizations and community focal points, and engagement of new partners at the field level. The role involves close collaboration with DRC’s Protection, Economic Recovery and CCCM teams, in addition to the Partnerships Unit based in Rakhine.

The HMA Officer will play a critical role in identifying priority target groups and locations for HMA delivery and strengthening local actors’ capacity to deliver explosive ordnance risk education (EORE) raising awareness about the dangers of mines and explosive remnants war (ERW), in addition to support to survivors of accidents involving mines / ERW.

Responsibilities:

The HMA Officer is expected to perform the following duties:

Programme Delivery And Reporting

  • Drafting of training summaries and reports including the analysis of Pre/Post-test of the training results.
  • Submission of work plans and situation reports based on partner engagement, to feed into DRC area-level coordination.
  • Contribute input for monthly, quarterly, interim, and annual donor reports, project proposals as well as ad hoc reports and communication items, as requested.
  • Keep a record of mine/ERW-related accidents and casualties in accordance with relevant DRC guidelines and tools.
  • Coordinate with area-level Finance and Supply Chain staff to facilitate the procurement of good and services supporting programme delivery, in accordance with DRC Myanmar guidelines and policies.
  • Support the HMA Project Manager in delivery of EORE sessions, Emergency EORE sessions, Community Mapping and community-level survey activities as needed.

Needs Assessments, Monitoring, Evaluation And Learning

  • Lead on enumeration of survey supporting prioritization of target locations and groups, gender- and conflict- sensitive HMA activities, including focus group discussions and key informant interviews
  • Lead on enumeration supporting baseline / endline, and Knowledge, Attitude and Practices (KAP) surveys
  • Contribute to the development of Information, Education and Communication (IEC) and visibility materials, EORE key messages, field testing, evaluation and updating of current tools to ensure relevance and applicability in each target area.
  • Checking and providing inputs on partners’ data collection and report writing.  

Technical Support and Capacity Building

  • Deliver EORE Training of Trainers (ToT) sessions and coaching to Civil Society Organizations (CSOs) and local Community Focal Points (CFPs). Provide follow-up monitoring of EORE sessions (in-person and online) and feedback to CSO staff and CFPs
  • Deliver training in accident reporting and assistance to survivors of mines / ERW to CSO staff and CFPs
  • Train CSO staff in the use of DRC’s information management software and provide feedback on the quality of activity reporting submissions.
  • Provide regular input to a quality management tracker, assessing the capacity of CSOs and CFPs, and HMA services technical support required during follow-up.
  • Provide support and inputs to partners when preparing partner budgets and workplans.

Experience and technical competencies:

  • University degree educated.
  • Minimum 1 year of experience in NGO projects, particularly in supporting / managing Humanitarian Mine Action or Protection projects.
  • Demonstrated practical experience in delivering Training of Trainers
  • Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.)
  • Excellent interpersonal and communication skills for external audiences (including governments and donors)
  • Experience working in conflict contexts or humanitarian response
  • Experience working with Monitoring and Evaluation and work planning.
  • Good understanding of the context in Rakhine.
  • Working knowledge proficiency in English.
  • Other local languages are considered as an asset.

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H - nonmanagement.
