Overview of position

Hart is a sister company to CTG, and is part of the RW Chelsea Group. 

Hart is one of the lead risk management companies, and has a fantastic opportunity for an experienced Country Manager in Somalia.  

The Country Manager will be responsible for the overall management of all Mobile and Static contracts, key site supervisors, staffing, hours worked, client interface, identifying future business opportunities, and addressing internal issues before they can impact the client while keeping the CEO fully informed.

Role objectives

Operations

  • Manage all elements of static guarding operations running in Somalia operationally, administratively and logistically.

  • Ensure that the Hart Static Guard workforce is effective and run efficiently.

  • Ensuring the smooth and effective operational running of CPO’s.

  • Oversee the management of workplace Health & Safety, ensuring that Risk and COSHH assessments are carried out and updated according to legislation, as well as having a proactive approach to the health and safety of clients and employees with regard to training and awareness. 

  • With support from COMT, develop reporting document library and Integrated Management System in Somalia. 

  • Maintain responsibility for the delivery of all monthly training requirements and the subsequent upkeep of training records for the teams. Liaise with Regional Training Manager for guidance on policy and delivery requirements. 

  • Induction training for all new CPO’s and Static Guards as per Country directive.

  • Collate daily/weekly/monthly reports/returns. 

  • Stand in as Ad hoc CPO.

Finance

  • Manage all financial transactions in accordance with Hart’s Financial Instructions – particular attention is to be paid to the handling of and accounting for cash.

  • Ensure that cost-effectiveness is a key driver within all business activities.

  • Oversee the financial aspects of projects within your area.

Human Resources

  • Ensure all staff are trained including on-boarding and project overview induction. Oversee the contractual training requirement meets the specified standard.  

  • Provide mobilisation briefings for Clients and new joiners.

  • Work in close liaison with the Head of HR o ensure administration compliance with international and local labour laws.

  • Provide recommendations to the Head of HR on the development and amendment of job descriptions.

  • Lead by example to create a workplace that is free of harassment and violations against any Human Rights. Report any issues within the required times frames, including actions, outcomes and key learnings.

Project reporting
  • Maintain operational oversight and control of all checks and planning requirements pertaining to quality and auditing.

  • Ensure all financial reports, records of income and expenditure are produced in a timely fashion.

  • Ensure all projects meet 100% billing.

Key competencies
  • Close Protection Qualification/Hostile Environment Training Essential.

  • Formal education in Project Management or equivalent.

  • Recognised Health and Safety Qualifications.

  • Decisive with problem-solving and analytical skills.

  • Computer literate with knowledge of MS Office applications.

  • Effective time-management skills.

  • Well balanced interpersonal and client focused skills.

  • Understanding the commercial environment and the opportunities for new business.

  • Ability to multi-task and prioritise in quick pace environment.

  • Capable of managing budget information and invoicing.

Team management
  • Manage the project manning levels to meet contract deliverables. Report daily on manning. 

  • Manage performance which is not limited to: informal and formal feedback sessions, succession planning, performance reviews, and discipline meetings.

  • Complete the rotation performance reviews on the project management staff. 

  • Direct and manage programme of work for Hart staff within your domain, ensuring that the leave programme is properly managed.

  • Liaise with the Cyprus Travel Coordinator for travel itineraries.

Further information

Essential:  3-5 years’ experience gained in a senior country management role within an austere environment such as Iraq/Afghanistan/Somalia.

At least 10 years Military experience, experienced Operations Officer.

Fluent English.

Excellent management skills.
