Organizational Setting

The FAO Office in Angola is planning to deploy the Identification, Delivery and Empowerment Application (IDEA), an information management information system for farmers and beneficiaries of agricultural assistance as part of FAO's projects and programs in Angola. This system allows, among other things, the registration of farmers’ personal data, the verification and validation of their data, the facilitation and monitoring of the provision of technical assistance packages to beneficiaries (including through electronic vouchers and cash transfers), the analysis and visualization of data, and the monitoring and evaluation of agricultural activities.
This system will be deployed to support the Angola Stallholder Agricultural Transformation Project, a project under the purview of the Ministry of Agriculture and Forestry (MINAGRIF) which seeks to increase productivity and climate resilience and promote commercialization for smallholder farmers in the selected project areas.


Reporting Lines

Under the general supervision of the FAO Representative in Angola, the direct supervision AFAOR and in close collaboration with the Information Management System unit of the Office of Emergencies and Resilience (OER).


Technical Focus

The incumbent will be in charge of the overall coordination of the project, as well as providing information management support to other projects implemented by FAO Angola which will require the deployment of the IDEA system.


Tasks and responsibilities

• Coordinate and oversee the complete implementation of the system in the field, including the testing of main modules prior to implementation, the planning of field activities, the provision of training, and the performance of data quality checks and troubleshooting, as required.
• Liaise with government partners and other system users to define system requirements and, in close collaboration with the unit responsible for the development of IDEA, ensure the alignment and adaptation of the IDEA system to these needs.
• Contribute to the identification and definition of new functionalities or to be adapted to optimize the system in line with the expectations and needs of the project, by undertaking tests and post-implementation reviews.
• Coordinate the provision of technical support (direct and remote) to FAO Office staff, implementing partners, traders, financial service providers (mobile operators, banks, etc.) and other parties involved in difficulties in the use and implementation of the IT system.
• In coordination with the CTA, assist in ensuring the integration of IDEA with other projects and FAO systems, or with external systems such as financial services used in the project.
• Develop work plans, standard operating procedures, and other guiding documents to ensure the seamless operation of the system.
• Define procurement needs, develop procurement plans and oversee the related procurement process.
• In coordination with the CTA, prepare and implement a capacity building strategy targeting all users of the system, including FAO staff in the Angola, FAO implementing partners in Angola, and traders, to enhance the effective use of the system. This includes the development and adaptation of training and reference materials and the organization of training.
• Prepare documents, presentations and videos to complement trainings and facilitate learning for new users of the system (both for FAO Angola staff and for implementing partners).
• Undertake frequent field missions to support the piloting and deployment of IDEA and to provide direct support to system users.
• Oversee data collection activities, including operational planning, data quality checks and feedback to investigators.
• Collaborate with the Programme and Monitoring and Evaluation units to ensure that all project information needs are considered.
• Perform any other task as may be required.

Minimum Requirements

• Bachelor´s degree in data science, computer science, software engineering, information technology management, or another relevant technical field;
• 5 years of relevant experience in information technology management in a large international organization are required;
• Working knowledge of English and Portuguese.

Technical/Functional Skills

• Relevance and breadth of experience related to the management of large databases, information technology tools, geographic information systems (GIS), and dashboard softwares, as well as their application in field settings;
• Strong coordination skills to effectively work with different institutions and user groups.
• Strong analytical skills with the ability to analyze and interpret information and draw key messages;
• Strong oral and written communication skills, ability to articulate ideas clearly to internal and external stakeholders;
• Good knowledge of the use of data collection platforms such as Kobo toolbox;
• Proficiency in MS Office (Word, Excel, Access, Outlook);
• Experience and ability to work in a multicultural and multidisciplinary context.
