ProgramSummary
Component 1: Community Led Basic Service Delivery. This component supports: (i) delivery of improved community led basic services; (ii) temporary engagement of frontline workers and volunteers in select sectors; (iii) project management and technical assistance costs; and (iv) technical assistance and training to select local authorities.
Component 2: Improving Food Security. This component supports: (i) increased resilience and production of select crops and protection of livestock assets in rural areas that supply food to the target communities; (ii) agricultural value chains; (iii) the scaling-up and strengthening of community consumer cooperatives and organizations and community food centers that distribute agricultural outputs and provide affordable food to vulnerable groups; and (iv) project management and implementation costs.
- Develop and implement a comprehensive procurement plan aligned withSomoud program needs and budgets.
- Collaborate with program teams to forecast procurement needs and ensure timely acquisition of goods and services.
- Ensure that all procurement activities adhere to Mercy Corps' procurement policies, donor regulations, and best practices.
- Identify and qualify reliable suppliers and vendors in Gedaref and surrounding areas, fostering relationships that ensure cost-effective and high-quality supplies.
- Conduct market assessments and maintain a database of suppliers and pricing information for easy reference and comparison.
- Negotiate contracts and manage supplier relationships to secure favorable terms and pricing while ensuring quality standards.
- Lead the entire procurement cycle, including requisition reviews, bid solicitation, bid evaluation, and supplier selection.
- Oversee the documentation process to ensure complete and accurate records of all procurement activities.
- Manage purchase orders, contracts, and service agreements in compliance with Mercy Corps and donor standards.
- Ensure that all procurement processes are conducted transparently, maintaininghigh standards of integrity and accountability.
- Conduct regular audits and reviews of procurement activities to identify and address potential compliance issues.
- Work closely with Mercy Corps’ finance and compliance teams to align procurement with financial and donor reporting requirements.
- Identify potential procurement risks and implement mitigation strategies to prevent fraud, delays, and supply chain disruptions.
- Collaborate with the Operations Manager to develop contingency procurement plans for emergency needs and unforeseen challenges.
- Promote a culture of risk awareness and adherence to Mercy Corps’ procurement standards among the procurement team.
- Train and mentor local procurement staff, ensuring they have the skills and knowledge to perform their duties effectively.
- Conduct workshops and training sessions on procurement policies, compliance, and best practices to build a high-performing team.
- Provide guidance to program staff on procurement processes to improve cross-functional collaboration.
- Coordinate with program teams, the Operations Manager, and other departments to align procurement activities with project timelines and operational needs.
- Prepare and submit regular reports on procurement activities, challenges, and opportunities to the PMU and other stakeholders.
- Represent Mercy Corps’ procurement interests in external meetings with suppliers, government bodies, and partners when needed.
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability
- Bachelor’s degree in supply chain management, business administration, logistics, or a related field; advanced degree preferred.
- At least 4 years of experience in procurement or supply chain management, preferably within the humanitarian or development sector.
- Strong understanding of procurement regulations and compliance standards, with experience in donor-funded procurement.
- Demonstrated ability to lead and manage large, multi-disciplinary teams in challenging environments. Excellent communication skills, both verbally and in written.
- Proven solid analytical and problem solving skills.
- Excellent writing and verbal skills in English is required.
- Extensive travel to program areas is required.
