Organizational Setting
The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments in developing policies, programmes and projects to achieve food security and nutrition and reduce hunger and malnutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals.
Reporting Lines
Under the overall supervision of the FAO Representative in Egypt (FAOR), technical guidance of the FAO Lead Technical Officer (LTO), the incumbent will work in close collaboration with the relevant technical and program units in FAO’s Regional Office for the Near East and North Africa (RNE) in Cairo and at Headquarters in Rome, international consultants and national project personnel of the Project Implementation Unit (PIU) and in co-operation with national counterparts (mainly The Ministry of Social Solidarity (MoSS) at national and governorate levels), under the Project of \: (GCP/EGY/044/NOR) \\ “Improved Socio-economic Status, Food Security and Empowerment of Vulnerable Rural Communities in Minya Governorate”
Technical Focus
The Monitoring and Evaluation Specialist will work with team members on Data collection, validation, analysis, progress monitoring and tracking, ongoing and terminal evaluations, planning, reporting, quality assurance and training. The M&E Specialist will also be responsible for reviewing, collecting, tracking, and analysing data for monitoring and evaluation and report on the achievement of project’s outputs, outcomes and impact.
Tasks and responsibilities
• Report on the overall implementation of project activities, including constraints, lessons learned and recommendations for better implementation, including full participation in the Project’s Mid-term Review and any other evaluations requested by FAO, and the Norwegian embassy in Cairo.
• Support the establishment of an M&E system to monitor project outcomes, targets, and activities, and ensure it is productive, precise, simple, and easy to use by the project team in the overall target villages/project sites. Whenever possible indicators must be disaggregated by age and sex.
• Make sure that all required report forms are thoroughly prepared and ready, and those are considered when training the project team members.
• Present the findings of the monitoring, evaluation and analysis of the implemented project activities on a monthly basis to the Project Manager
• Organize and participate in meetings, workshops, training courses and other project events, as required.
• Undertake duty travel and perform other related tasks as required by the Project Manager
• Ensure the documentation of the project success stories within target areas and ensure that it meet FAO success story form.
• Collating information from PMU members, implementing partners and service providers and drafting of project progress reports
• Preparing a database of project outputs, activities, beneficiaries and key indicators.
• Conducting project progress and terminal reports to ensure that reports meet FAO rules.
• Revision of the contracted LOA-progress reports compared to the signed LOA.
• Creating successful story documents for the project in the target areas.
• Any other duties related to the incumbent’s field of experience, as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in Monitoring & Evaluation, Agricultural, Economics, Statistics, Project Management or related field.
• A minimum of five years of experience working in Monitoring, Evaluation, information and knowledge management systems-based activities.
• Intermediate knowledge of English (level B) and Working knowledge of Arabic (level C).
• National of Egypt.

• Good listening and speaking skills in English and working knowledge of Arabic are required.
• The project M&E system is well tested, valid, and ready to use by the team.
• The project activities, workshops, and meetings are well documented and equipped with the required materials.
• According to FAO rules, and during the assignment period, the project reports are revised and raised for clearance by the project LTO.
• Database of the project outputs, activities and beneficiaries with key indicators.
• Project progress and terminal reports cleared by the project-LTO.
• Contracted NGOs-progress reports meet with the signed LOA and FAO rules.
• Project success stories well documented within targeted areas.
Selection Criteria
• The work experience of the area.
• It is preferred to be Cairo-based.
• If available, a sample report on women empowerment.
