Overview

The Technical Support Officer (TSO) will support core functions for multiple teams under the MOMENTUM Country and Global Leadership (MCGL) project, particularly management, communications, MEL, and other technical teams as needed. The TSO will be working under the general guidance and technical direction of the portfolio leads for the MCGL Communications and MEL teams who will coordinate asks and workload. In close collaboration with their supervisors or assigned technical leads, the TSO will support the implementation of technical activities and ensure they stay within the established scope, budget and timelines. This position is accountable for ensuring strong management methodology, practices and tools are being applied. 

Responsibilities

Communications

  • Enhance MCGL’s global thought leadership by supporting the writing of technical commentaries, blogs, success stories, and other strategic pieces of communications content under the guidance of the MCGL Communications Team Lead 
  • Edit success stories, particularly those submitted by country teams and local partners 

Knowledge Management

  • Support MCGL in completing contractual knowledge management obligations, including maintaining data inventories for USAID clearinghouses, the DEC, and DDL. 
  • Act as surge support for technical teams as needed to develop prioritized technical briefs and other high-level technical products that are critical to communicating MCGL learnings and legacy
  • Participates in writing content, designing and formatting pages and ensuring staff readily use the MOMENTUM site to facilitate information and knowledge sharing.

Monitoring, Evaluation and Research

  • Complete qualitative analysis and coding for scoping review and other potential studies to assist with qualitative and quantitative analysis 
  • Review reports and documents by MEL technical team to confirm accuracy 
  • Finalize concept note, collect and analyze data in response to responding to learning questions

Required Qualifications

  • Bachelor Degree with 3 years relevant working experience.
  • Experience as a research assistant, program officer, senior program coordinator, or other work as relevant to the position
  • Experience supporting large size public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) including reporting and managing partner relationships
  • Strong problem solving and decision-making skills: identifying the problem; locating, gathering, and organizing relevant information; generating alternatives; choosing a solution; implementing the solution
  • Prior experience and demonstrated interest in women’s health, family planning and/or gender
  • Strong teamwork skills: identifying team membership and role; establishing productive relationships; meeting team objectives; resolving conflicts
  • Experience handling program tasks (e.g., work plans, reporting, budget)  
  • Demonstrated ability to establish effective management processes 
  • Superior organizational skills
  • Strong written and oral presentation skills
  • Excellent written and oral communication skills with diverse groups
  • Office 365
  • Fluent in written and spoken English
  • Fluency in a second language (French, Portuguese,
  • or Spanish) an advantage

Preferred Qualifications

  • Graduate Degree i.e. MPH
  • Understanding of global health, and international development program/financial management principles and operations
  • Prior experience with qualitative data coding and analysis (with or without software)
  • Communication and presentation skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations), writing skills, and presenting skills
  • Knowledge of U.S. Government rules and regulations, including USG contract management

 

The salary range for this casual role is expected to be hourly: $32.35 - $39.88

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
