Overview of position
  • Under the overall guidance the Fisheries Program Chief Technical Advisor (CTA), our client in Yemen intends to hire a qualified & motivated Monitoring & Evaluation (M&E) Officer. The individual will have a background in fisheries & be based in Aden field office & provide support for the overall management & implementation of the fisheries program.

  • The appointed individual will collaborate closely with operations, program & projects teams in the Country office (CO).

Role objectives

Under the guidance of the International Project Manager & direct supervision of the International M&E Specialist, the national M&E Officer will be responsible for the following:

  • Ensure project monitoring & evaluation with focus on measuring progress towards results.

  • Provide technical support to ensure all required M&E information is incorporated in designing, implementation & monitoring of Annual Work Plans (AWP's).

  • Ensure effective management of project M&E activities / processes.

  • Manage project M&E information & data for quality reporting.

  • Knowledge building & management in the areas of M&E.

Gender equality & women’s empowerment:

  • Support the development of gender responsive monitoring framework that include measurable gender indicators that assess the gender transformational impact & not only level of participation.

  • Ensure collection & reporting of data is disaggregated by sex, age, disabilities, status & other intersectionality.

  • Ensure gender is integrated in all different evaluations / studies / reviews / assessments / audits design & methodology including mainstreaming gender in the TORs, tools, selection of consultants & reporting.

  • Support the Gender Officer / Focal Point to conduct periodic gender review, prepare gender fact sheets & report gender related lessons learned & recommendations.

  • Support the institutional & technical capacity of the project team & stakeholders on gender responsive M&E.

  • Enhance accountability towards affected population & ensure the establishment of the beneficiary feedback system with special considerations (SOP, channels, etc.) to allegations on sexual harassments, exploitation & abuse.

Specific tasks & responsibilities:

Liaising with the project implementing partners & ensuring they are submitting the necessary data required for the project monitoring:

  • Developing strong contacts with key individuals amongst the implementing partners.

  • Agree upon a framework with regards the submission of information & data.

  • Visit the implementing partners in their offices on a regular basis.

  • Provide the required trainings for implementing partners, enhancing their skills & capacity.

Take the lead on all corporate reporting & M&E processes:

  • Working in close coordination with both the National Project Coordinators & take the lead on all corporate reporting & monitoring processes such as the ROAR.

  • Provide extensive support with regards the development of all donor supports.

  • Provide other reports & updates on an ad hoc basis as requested by the CTA & the National Project Coordinators.

  • Support management in the Quality Assurance (QA) procedures.

  • Support design, management & presentation of processes that demonstrate the impact of the project.

Take part in the design & development of knowledge products that highlight the impact of the project:

  • Assist in the identification & selection of priority infrastructure projects.

  • Monitor any infrastructure works that are under implementation & report back to the Project Engineer.

Project reporting

This role works under the overall guidance the Fisheries Program Chief Technical Advisor (CTA).

Key competencies
  • At least a degree in a relevant discipline & ideally a masters in development studies, economics, statistics or any other relevant field a minimum 5 (five) years of professional experience.

  • Fluent English & Arabic, both spoken & written.

  • Proven experience in managing statistical tools & analysis such as SPSS, DHIS, PowerBi, Kobo toolbox.

  • Excellent experience in the implementation of M&E framework.

  • Demonstrated strong experience in accountability & learnings.

  • Proven experience in developing capacities of partner & stakeholders on statistical analysis, DHIS, PowerBi, Kobo Toolbox.

  • Proven experience in managing the MIS & data management.

  • Strong planning & organizational skills, ability to handle pressure, meet deadlines & support teams.

  • Proficient computer skills & use of relevant software & other applications.

  • Good knowledge of results based planning, monitoring & reporting, evaluation & program / project management M&E training experience.

  • Experience in developing practical guidance & tools on M&E activities including M&E data management.

  • Demonstrates commitment to our clients mission, vision & values.

  • Exerts strict adherence to corporate rules, regulations & procedures. Familiarity with the internal processes of the United Nations (UN) is a must.
