Context: The HSS Advisor serves as the lead technical resource on health, safety and security risks and crisis management for all over Sudan. The role is advisory and operational and is responsible to advise on HSS policy, procedures and best practices when in needed and in the absence of the HSS Manager. This function is line managed by the Country HSS Manager and managed in a technical line with the Regional Office HSS Advisor. The HSS Advisor will support NRC, Sudan operations and ensure compliance with NRC HSS minimum standards and in reducing the overall risk on the NRC operations across Darfur. This includes contribution to development and updating HSS strategies plans, and SOPs, as well as provide HSS mitigation measures for safe and secure program access. The HSS advisor is also responsible to conduct mandatory and other tailored training courses for NRC, Sudan staff. The post holder will be required to travel extensively within the Sudan and conduct the cross-border operations, building capacity of the HSS teams and backstopping for the HSS manager in her/his absence. The purpose of the Country Director position is the overall responsibility for the country operation.
Key objectives for this role include:
Generic responsibilities:
- Supports HSS Manager to develop systems to minimize security risks to NRC’s operations.
- Support HSS manager to complete the compliance documents
- Support HSS manager to gather contextual update and analysis to update CMG or any potential Crisis Management Teams (CMT)
Specific responsibilities:
- Continuously monitor and evaluate the political, social, security and humanitarian context for developments affecting risk management and humanitarian access and update HSS Manager.
- Provide regular and timely situational updates/alerts/advisories to NRC staff, and particularly the CMG in the absence of HSS Manager
- Take on the role of Acting HSS Manager, whenever they are out of the office on leave or travel and lead the team

Generic professional competencies:
- Minimum 4 years in the field of security. Demonstrated experience working in good cooperation with country managers and developing cooperative and effective security risk management teams.
- Strong understanding and demonstrated technical knowledge NRC’s HSS policies and procedures
- HEIST, ToT qualified is highly desirable.
- Advanced knowledge of humanitarian security risk assessment, management, and best practices.
- Documented results related to the position’s responsibilities
- Previous experience of working in complex and volatile contexts
- Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to senior management and to a wide range of audiences.
- Advanced report writing and good communication and presentation skills.
- Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
- Fluency in English both written and verbal.
- Knowledge of Arabic language is desired.
Context related skills, knowledge and experience:
- Strong knowledge and demonstrable ability to analyse the situational dynamics in Sudan
- Excellent understanding of HSS management in humanitarian context, including physical security
- Excellent understanding and experience of playing HSS role as an enabling function of program support
- Extensive experience cultivating relationships across sectorsand communities
- Completed undergraduate study/ graduated from university in relevant field
- Duty station: Port Sudan, Sudan
- Salary/benefits: grade 8 on NRC’s salary scale.
- Duration of Contract: 1 year, renewable based on funding and performance
- Travel: 40%
