ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, ensures the Organization's application of strategies and interventions for sustainable industrial development related to environment, energy, Micro, Small and Medium-Enterprises (MSMEs), and digitalization. The Directorate also oversees the Organization's normative contribution to achieving the Sustainable Development Goals through industrial policy advice and capacity development. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute to effective and appropriate technical, business and policy solutions and are focused on results, scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

The Directorate is responsible for the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), and technical Divisions of Circular Economy and Green Industry (TCS/CEG), Energy and Climate Action (TCS/ECA), Climate Innovation and Montreal Protocol (TCS/CMP); MSME Competitiveness, Quality and Job Creation (TCS/SME); and Digital Transformation and Artificial Intelligence (TCS/DAI). Leveraging the diverse skill sets of UNIDO personnel and the services provided by the two TC directorates, TCS collaborates closely with IET to develop and implement programmes and projects, aiming at enhancing synergy and complementarity and maximizing UNIDO corporate performance and impacts on the ground. The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in all Directorates across the Organization.

 

The position is located under the Climate Innovation and Montreal Protocol Division (TCS/CMP) mandated to work in close coordination with other organizational entities within UNIDO, assists Member States in the emergence, deployment, and large-scale up-take of low-carbon and climate-resilient technologies, products and solutions. This will be achieved by promoting a systems innovation approach through accelerating innovation across key levers of change that includes technology, finance, policy, and regulations. In particular, the Division is responsible for the dual mandate of a) accelerating innovation and building climate innovation ecosystems to promote low-carbon and climate-resilient development pathways and b) planning, developing and implementing interventions to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries in achieving their Nationally Determined Contributions (NDCs). In addition, the Division is responsible, in close collaboration with other relevant entities of the Organization, for facilitating the transfer of low-carbon and climate-resilient solutions and building markets to ensure their widespread use by industry and local communities, thereby contributing to climate change mitigation, adaptation and building resilience in recipient countries.

 

The Montreal Protocol Unit (TCS/CMP/MPU) is responsible for the planning, development and implementation of activities in Member States to facilitate compliance with the Montreal Protocol and, in particular, its Kigali Amendment and to support countries to achieve their NDCs. In addition, the Unit is responsible, in close collaboration with other relevant entities in the Organization, to facilitate the transfer of and establish markets for low-carbon technologies, ensuring their widespread use by industry and local communities, thereby contributing to climate mitigation and adaptation in recipient countries. Through capacity building and policy support, the Unit's services promote manufacturing transformation in refrigeration, air conditioning and insulation technologies, resulting in the reduction and substitution of fluids and chemicals, and ultimately reduction in overall greenhouse gas emissions and promote climate-resilient economies.

 

Functions:

  • Act as focal point in UNIDO for the multilateral agreement on the ozone layer protection and assist governments in the creation of policy environment and implementation mechanisms in the context of the Montreal Protocol and its Kigali Amendment;
  • Manage all aspects of TC programmes and interventions, which fall under the auspices and funding of the MLF;
  • Represent UNIDO in multilateral conferences and meetings, including those related to the Montreal Protocol's Multilateral Fund;
  • Manage and monitor relevant activities related to the Montreal Protocol and its Kigali Amendment, including national management plans and their implementation, technology demonstration, institutional strengthening and capacity building;
  • Plan and design projects and programmes in the context of the Montreal Protocol and present them to the MLF, GEF, AF, GCF and other donors, in cooperation with GLO/FPR;
  • Organize, participate in and collaborate actively with global fora focusing on the phase-out of ozone-depleting substances (ODS)/Hydrofluorocarbons (HFC), substitution technologies and measures to reduce greenhouse gas emissions in the relevant sectors and by the related products;
  • Facilitate knowledge transfer and adoption of circular economy approaches to sector transformation, in particular on green design for reduced use of pollutants, for longevity, repair and recycling, and the related changes in the production processes of industries;
  • Explore alternative funding sources and cooperate with other divisions and directorates to introduce new technologies and manufacturing such as green cold chains and combined cooling/ energy hubs for rural community, and develop integrated TC proposals, where possible.

PROJECT CONTEXT

Türkiye as one of the Parties to the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer, owns a portfolio of projects and activities for the fulfilment of the Protocol in cooperation with UNIDO as the leading implementing agency in the country.

 

Institutional Strengthening for the Implementation of the Montreal Protocol in Türkiye

 

Under this portfolio, the Institutional Strengthening (IS) project has an important role for enhancing the existing capacity of National Ozone Unit (NOU) of the Republic of Türkiye established under Ministry of Environment, Urbanization and Climate Change, the Directorate of Climate Change, as being the national entity and focal point responsible for the national coordination of the Protocol activities.

 

The National Ozone Unit under the auspices of the Ministry of Environment, Urbanization and Climate Change of the Republic of Türkiye is responsible for the coordination of project implementation in accordance with the objectives and activities related to HPMP projects, Institutional Strengthening (IS) Project and Kigali Implementation Plan and has a major role in the process of monitoring all those project activities.

 

The IS project aims to provide assistance to the country, with the strengthening of the NOU for the fulfilment of the country requirements in line with the protocol, via various activities such as data collection and verification, country reporting, development and revision of relevant legislations, organization of public awareness activities, meetings, workshops, along with supporting the implementation of the MP national projects.

 

HCFC Phase-out Management Plan Stage I (HPMP)

 

On behalf of the Government of Turkey, stage I of the HCFC phase-out management plan (HPMP) is being implemented by UNIDO as the lead implementing agency.

 

The overarching strategy of the HPMP is based on the ODS phase-out regulation of 12 October 2008, with the following strategic priorities: strengthening the control of HCFC imports and use; complete phase-out of HCFCs used in the foam and servicing sectors; technical assistance to the refrigeration servicing sector; training of refrigeration and air-conditioning technicians as well as of customs officers; and ODS destruction capability.

 

Preparation of Kigali Implementation Plan (KIP)

 

The Government of Türkiye has ratified the KA on 10 November 2021. On behalf of Türkiye, UNIDO as lead implementing agency and UNDP as cooperating agency has approved for funding for preparing HFC phase-down plan for stage I of KIP during the period of 2024-2029. The implementation of the KIP stage I is expected to start in January of 2025 to meet the 10% phase-down of HFCs by 2029.

 

Preparation of national inventories of banks of used or unwanted controlled substances

 

This project aims at making an inventory of unused or unwanted quantities of refrigerants and developing a national action plan including priorities for sound refrigerant management: identification of key stakeholders, establishment of a working group to assess unused or unwanted refrigerant, RAC equipment at the end of its life cycle, and emissions of unused or unwanted to the atmosphere; training on good practices for refrigerant management; and identification of priorities for improving future refrigerant management.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the direct supervision of the Project Manager and in close cooperation with the project team in the HQ and field location, the National Project Associate will be responsible for the following main tasks:

  • Read the project document and familiarize with UNIDO policies on project implementation, including recruitment of experts and procurement as well as other relevant information from existing resources on the project.

 

  • Collect, compile and prepare a preliminary draft work plan and budget for the review of the NPC

 

  • Assist in drafting ToRs required for the recruitment of project personnel.

 

  • Assist in drafting ToRs required for the procurement of services/equipment for the project

 

  • Support the coordination and monitoring and evaluation activities of the project through project execution, and describing project progress and possible solutions, if required.    

 

  • Support the preparation of meetings for projects, including organizing meetings/briefings, preparing draft agenda, background documents/information.

 

  • Draft minutes of meetings and reports

 

  • Support the coordination and liaison with the Government counterparts and other relevant stakeholders to keep them updated on project progress.

 

  • Assist in the outreach and promotion of the project, including identifying proper media, providing inputs for promotional material, media outreach on the project in consultation with the NPC;

 

  • Disseminate information to the relevant audience about the project.

 

  • Contribute to the mid-term and/or final report on the project implementation

 

  • Assist in the timely implementation of NOU projects related to Montreal Protocol under the supervision of the NOU Focal point and UNIDO Project Manager and in liaison with UNIDO Representative in Türkiye

 

  • Assist in the organization of events and related activities (trainings, workshops, meetings, etc.) related to Montreal Protocol projects.

 

  • Contribute to the work of the NOU by collecting, compiling, translating and updating relevant project information, official data and reports for the Montreal Protocol projects and other NOU activities.

 

  • Review the project documents for clarity, consistency and completeness.

 

  • Assist the NOU in activities related to recruitment, procurement and monitoring and evaluation

 

  • Contribute to the coordination and liaison with the Government counterparts and other relevant stakeholders to keep them updated on project progress

 

  • Assist in the outreach and promotion of the NOU activities to relevant audiences

 

  • Contribute to drafting reports on the project implementation

 

  • Maintain institutional memories or other documentation systems to record project/programme, history and ongoing activities; provide documentation and archiving to support NOU, provide information note, presentation etc. requested by NOU

 

  • Project document and other relevant information reviewed, familiarized with the subject project.

 

  • Data/information required collected and compiled.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree (Master’s or equivalent) in chemistry, environmental science, chemical engineering or related fields is required.

 

Technical and Functional Experience:

  • At least one (1) years of relevant working experience in the relevant fields is required.
  • Experience in project management as part of national or international organizations, preferably in the area of environment and sustainable development (Montreal Protocol, Climate Change, Waste Management, Chemicals Management, Energy Efficiency, etc.) is desirable.
  • Ability to work effectively in a multi-cultural environment is required.

 

Languages: Fluency in written and spoken Turkish and English is required.
