Duration of contract: 1 year renewable with a six months probationary period. Extension of contract is subject to availability of funds and satisfactory performance.

 

OVERVIEW OF THE FUNCTIONS OF THE POST

 

Organizational Setting

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP-UNESCO) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing.

 

Overview of the functions of the post

The post delivers on results under the overall delegated authority of the Director of IIEP-UNESCO and immediate supervision of IIEP-UNESCO’s Human Resources Officer within the Corporate Service Unit (CSU). The Associate Human Resources Officer provides a range of support services throughout the employee life cycle, which include recruitment, onboarding and off-boarding, performance management, staff development, benefits and entitlements management as well as employee welfare. The incumbent works diligently, meets deadlines, evidence UNSECO core competencies and consistently supports the HR function to meet the evolving needs of IIEP-UNESCO’s workforce in all its locations.

DUTIES AND RESPONSIBILITIES

 

Support IIPE-UNESCO’s Recruitment, On-boarding  and Off-boarding Function:

  • Provide support in the preparation in annual staffing plans and maintain an accurate recruitment tracker for management reporting.
  • Provide quality support to hiring managers on the recruitment and selection process covering full recruitment cycle from planning to selection, appointment and onboarding.
  • Create and publish Vacancies Announcements (VA's) in UNESCO Careers , track candidate applications; prepare and submit shortlists to Hiring Managers for approval in a timely manner; prepared all relevant administrative files for recruitments processes.
  • Ensure  all written assessments  and competency-based interviews (CBI) is administered  in a timely and efficient manner and where necessary, advise applicants on IIEP’s recruitment process.
  • Provide support in completion and accurate interview reports and recommendation Memos for the Director’s approval in a timely and efficient manner.
  • Research and recommend approaches (e.g., outreach) to assist in attracting suitably qualified individuals for highly specialized technical posts.
  • Ensure all recruitment files  and recruitment trackers  are kept up to date in an efficient manner for management reporting.

 

Support IIPE-UNESCO’s Performance Management Function:

  • Support Managers, Staff and SC contract holders in completing performance management steps in MyTalent in a timely manner.
  • Provide support for the generation of  performance management status reports from MyTalent, assure their accuracy and submit for management reporting.
  • Support Managers by providing guidance on completing probationary and annual performance reviews within laid down timeframes.

Long Description

Support IIPE-UNESCO’s Staff Benefits and Entitlements and Welfare Function:

  • Prepare draft offers of employment, separation letters and Personnel Action Requests for  the Human Resource Officer’s  approval in a timely and efficient manner.
  • Provide support  in the interpretation and application of International  Staff entitlements and benefits and provide expert advice throughout the employee lifecycle
  • Provide support to ensure Staff  entitlement and  benefits are  processed on a timely manner (Appointment,   and separation, statutory travel and  shipment).
  • Ensure that  departing Staff members complete their off-boarding procedures in a timely manner.
  • Contribute to initiatives to enhance the wellbeing and engagement of employees at all levels.

Support IIEP-UNESCO  Staff Development Function:

  • Provide support for staff development requests and compile an annual training plan; monitor individual and team training progress and update plan as necessary.
  • Prepare training schedules and logistics for locally hosted face to face learning and development  events and coordinate the logistics needs for a smooth training process. 

Long Description

 Staffing Tables and HR Personnel Records Management

  • Maintain accurate records of IIEP-UNESCO staffing list; provide updates to senior management on demand. 
  • Provide support in the preparation of HR Statistics, Data and Analysis,  Charts for IIEP’s Governing Board.
  • Create and maintain accurate individual HR personnel records for new and existing Staff and Service Contractors assuring their integrity.
  • Maintain and update IIEP-UNESCO digital and physical HR records repositories assuring easy access and retrieval.

 

Creation of  a Digital HR Portal.

  • Provide support in the creation of a digital HR  portal.
  • Liaise with KM Unit at HQ to understand better records management in UNESCO and implement best practices in IIEP-UNESCO.
  • Ensure the various steps in implementing the Digital HR portal is carried out on a timely manner.

REQUIRED QUALIFICATIONS

 

Academic Qualifications

  • Advanced university degree (Master’s degree or equivalent) in the field of Human Resources Management or Business Administration.

 

Work Experience

  • Minimum two (2) years of relevant professional experience in the field of Human Resource Management, preferably acquired at international level. 
  • Experience in administering Staff benefits and entitlements.
  • Working experience in producing HR Statistics, Charts, Data and Analysis, for various HR reporting.
  • Experience in Human resources management support within the UN system, NGOs or public sector organizations.

Knowledge, Skills and Competencies

  • Excellent knowledge of HR management practices  including thorough knowledge of the employee recruitment cycle, performance management, leaning and developments and staff wellbeing processes.
  • Familiarity with legal frameworks and current trends in Human Resources Management in international organizations.
  • Knowledge of and familiarity with Performance and Learning Management Systems (e.g. Cornerstone OnDemand).
  • Excellent knowledge  and familiarity in the use of   Human Resource Information Systems (HRIS) and ERPs ( such as SAP,  SuccessFactors).
  • Strong IT skills, including knowledge of MS Office Suite  more specifically Microsoft Excel.
  • Ability to identify pertinent HR issues, conduct rigorous research and make substantive recommendations.
  • Shows initiative, flexibility, resilience and ability to maintain positive relationships even in difficult circumstances.
  • Contributes to a positive work environment of mutual respect and teamwork.

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 62, 529 US $.
