Mission and objectives
UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development.
Context
The escalation of the war since February 2022 has caused severe damages to the increasingly fragile social and humanitarian situation in Ukraine.
One of the imminent needs for rehabilitation and recovery in Ukraine is effective and speedy debris removal and disposal with appropriate measures for mine/explosives, hazardous materials and environmental safety. The widespread presence of debris and damaged buildings/infrastructure are also severely impeding the return of residents as well as posing a risk to human health from such hazards are asbestos, hazardous waste and unstable buildings.
The large quantities of debris strewn in streets, open public spaces and on and plots will inhibit the safe return of residents, restart of businesses and public services.
UNDP is implementing demolition and debris management projects combined with hazardous material treatment and mine action initiatives. The goal of UNDP’s work is to enable the rehabilitation and reconstruction of infrastructures to support the resilient recovery of war-affected communities in Ukraine, ensuring safe and sound environment, free from dangerous and hazardous materials.
To this end, UNDP is recruiting Engineers to ensure the effective and timely implementation of debris removal and management work in accordance with the guidance of the Debris Removal Analyst, Debris Management Specialist and the Head of Debris Management Unit, under overall direction of the Project Manager. The incumbent will also provide advisory support and supervision to ensure the quality and efficiency of demolition and debris management works for relevant projects under Energy and Environment pillar.

Task description
• Conduct analysis for needs assessment (regarding demolition and debris activities), establish priorities and identify the priority list for emergency demolition and debris management from the list of chosen local authorities (communities).
• Participate in the preparation of plans and other necessary documents in time for the successful implementation of the activities (construction, demolition and debris removal work).
• Liaise with respective governmental organizations to ensure the component activities are implemented in a timely and efficient manner.
• Take measures to prevent and eliminate defects and make propositions on optimization.
• Liaise with mine action component of the Project(s) (Mine action specialist, demining organization, State Emergency Service of Ukraine, etc.) to ensure safe and non-stop work of the UNDP Contractor on the sites of construction, demolition and debris removal work (demining activities will be performed by other implementing partners);
• Supervise:
- the supervision site engineers who perform daily oversight of UNDP Contractor works
- UNDP Contractors who perform construction, demolition and debris removal work related to the Project(s).
• Process the site engineers or/and contractors reports and feedback into daily and weekly works progress report to Engineering Analyst and Debris Management Unit.
• Conduct regular visits to the project sites of construction, demolition, debris removal, recycling work, with analyzing of progress of work.
• Participate in preparation of the handover of the completed works to the relevant authorities.
• Participate in relevant meetings and share information with partners and UN agencies.
• Follow the legislation and regulations, rules, and specific UNDP procedures while performing respected duties.
• Help with preparation of guidelines for carrying out projects, and contribute to reporting on the work done at the project sites.
• Provision of an advisory support to local authorities (communities), and assessment of the accordance of operations.
• Support local authorities (communities) for the preparation of related documentation, collaborate with local authorities (communities) in projects’ implementation.
• Collaborate with the project team in assessing any indicators of UNDP’s suppliers performing sub-standard services and/or providing sub-standard equipment that could indicate malpractices, promptly informing the Debris Removal Analyst and Debris Management Specialist and the Head of Debris Management Unit.
• Participate in preparation of project(s) reports, including progress and annual reports, as well as special technical reports.
• Provide (if needed) input for amendment of norms, certification and other requirements (including environmental, energy efficiency) and provide technical advice in case selected projects require permissions and construction certificates, other permitting documentation, as required.
• Support with the preparation of project reports, including progress and annual reports, as well as ad-hoc technical reports
• Participate in pre-bid meeting and site visits during bidding process and ensure that all biding documents are within UNDP standard and regulation, coordinate and contribute to the evaluation process
• Make sure to include gender equality in your work, create a safe and supportive environment without discrimination or abuse, and communicate in a way that considers gender, following company principles.
• Perform other activities as requested by the Engineering Analyst and Debris Management Analyst, and the Head of Debris Management Unit.
