  1. Must be familiar with society, culture, and geographical structure of Bamyan to enhance the working procedure and cash distributions plan accordingly.
  2. Participate in direct and indirect cash distributions for beneficiaries with close coordination of related program, M&E and security departments.
  3. Creation of journals, process of invoices for all payables, posting and loading of data in to INTEGRA system. Responsible for overall financial operation of Bamyan filed office for cash & bank activities on daily basis.
  4. Upon receipt of approved documentation prepare/process check/bank payment voucher.
  5. Upon receipt of approved documentation prepare/process petty cash payments.
  6. Responsible for Bamyan office cash management and ensure all payments are done on well manner of time and maintain office safe balance based on actual expenses. 
  7. Submit bank transfer application and any other document to bank and ensure that documents submitted on time to related banks.
  8. Monthly Reconciliation of IRC Bamyan bank and cash accounts.
  9. Great knowledge of Afghanistan tax law making sure all applicable taxes are deducted from the payments and prepare tax report for Kabul office on time of request.
  10. Having good relationship with other department staff and vendors.
  11. Maintain an update financial report on daily basis and make sure to provide report any time required by local and main office delegated staff.
  12. Consolidate the cash projection from Bamyan field office program and operation departments on weekly basis.
  13. Manage program advance register, salary advance register, travel advance register, prepaid rent register. Making sure that all advances are recorded and cleared within the same month.
  14. Ensure that payment vouchers have all the required supporting documentation (approval notes, goods received notes, invoices, receipts, etc.) and that all records are filed or stored in good order according to the guidelines set by head office.
  15. Check and verify all the purchase request, purchase comparative form, Payment voucher, receipts vouchers and journal voucher (Adjustment voucher).
  16. Make sure to maintain a rational filling system for finance department of IRC in Bamyan with support of Finance Assistant.
  17. Any other task assigned by direct or technical supervisor.

Minimum Qualifications:
  • At least 2-3 years of managerial working experience with INGOs in related field of work.
  • Bachelor’s in accounting/finance is required. Additional certification & trainings on accounting and finance/ will give the candidate an edge.
  • Must be computer literate: MS Excel and MS word packages.
  • Highly preferred – knowledge how to operate ERP and understanding of computerized accounting packages.
  • Detail orientated, organized, and able to work well in fast paced environment.
  • Should be able to communicate effectively in local languages & English (written and verbal skills)
  • Should be able to work in cross-cultural environment.
  • Should be a team-player, with flexible working habits and willingness to take on additional tasks as required to forward the aims of the team.
