1. Project Background

As part of the Vice Presidency, Policy and Strategy, the Operational Partnership Department (OPD) is responsible for managing and coordinating the operational partnerships between AIIB and relevant multilateral organizations, fora and stakeholders, administering the Bank’s Special Fund resources including performing the role of Implementing Partner of selected partnership facilities, as well as managing the Bank’s engagement with regional co-ordination mechanisms, with the objective of building relationships that can mobilize additional effort and resources for AIIB’s investment operations.  The Institutional Engagement and Cooperation (IE&C) Team under the OPD is in charge of leading overall relationship management and strategic alignment with sovereign and non-sovereign partners through a range of partnership instruments, engagement with key global and regional fora, and originating and managing technical partnerships with a focus on supporting the Bank’s operations under its thematic priorities.

2. Objectives of the Assignment

The OPD IE&C Team is seeking a partnership consultant to provide analytical, operational, and coordination support to our institutional engagement workstream, with a focus on the organization of key partnership events, engagement with key partners and fora in AIIB’s Non-Regional members, and innovative operational partnerships for upstream project preparation and co-financing. The consultant is also expected to support OPD’s workstream with respect to the development and refinement of a digitally enhanced partnership platform for co-financing and resource mobilization.

3. Scope of Services

Provide research input and co-ordination support for AIIB’s on-going engagement with selected bilateral and multilateral development institutions, and global and regional fora, including the AIIB Annual Meeting. Contribute towards the design, development and implementation of partnership approach and plans with key partners, including on innovative initiatives that aim to contribute to the development of a pipeline through TA coordination and capacity building activities. Contribute to the development and implementation of AIIB’s Non-Regional Partnership Approach, including research and engagement with the Bank’s key Non-Regional partners. Support content development and coordination of specific partnership-related products and digitally enhanced partnership tools including AIIB+ platform, co-financing platform, and internal and external AIIB’s partnership webpage. Support coordination and follow-up between OPD and relevant departments within the Bank for partnership-related requests and tasks, including partnership assessment and action plans, and preparation of high-quality briefing materials. Conduct any other tasks as required by OPD.

4. Consultancy Output / Deliverables

Successful delivery of partnership-related events in the AIIB Annual Meeting. Detailed concept notes and partnership agreements regarding TA coordination. Development and Implementation of AIIB's Non-Regional Partnership Approach. Launching of the AIIB+ 2.0 functions and onboarding of new partners in the platform.

5. Implementation Arrangement

Under the overall supervision of a Senior Officer / Officer in IE&C Team, the Consultant will work closely with colleagues in the IE&C Team and beyond within OPD.

Qualification Requirement

Minimum bachelor’s degree in finance, business, economics, international relations, public policy, or related fields from a reputable university. Minimum four (4) to six (6) years of relevant working experience in development finance or partnerships and demonstrated understanding of development issues, preferably in the AIIB countries of operation. Previous experience with multilateral institutions, AIIB’s countries of operation or regional programs, including preparing and implementing high-level meetings or dialogues, would be advantageous. Knowledge of international discussions on development finance, MDB reforms, concessional finance, and regional cooperation, with a focus on AIIB’s Non-Regional Member landscape (i.e. Latin America and Africa) would be advantageous. Excellent proficiency of professional writing and speaking of English. Should be comfortable to communicate and work in an international and culturally-diverse environment. Effective interpersonal and organizational abilities. Ability to think independently while working under supervision. Strong presentation skills including computer skills in MS Office and ability to deliver high-quality products under time pressure.
