1. Project Background

The Ethics Office of the Asian Infrastructure Investment Bank (AIIB) is led by the Chief Ethics Officer. It promotes an ethical organizational culture based on the Bank’s Core Values and standards of conduct as set out in the Bank’s Code of Conduct for Board Officials and Code of Conduct for Bank Personnel. For such purposes, it provides advisory services to the covered personnel (approx. 1,500) in relation to conflict of interest, external activities and financial disclosure, among others, and misconduct investigation services and policy advice to the Bank. The selected consultants are expected to support the Office in its performance of such important functions, in addition to the preparation and organization of ethics-related training, outreach and other events.

2. Objectives of the Assignment

The primary responsibility of the Consultant(s) is to provide research, technical and administrative support to the Ethics Office, with a view to ensuring the concerned personnel’s compliance with AIIB’s ethics-related policies and procedures. The Consultant(s) report to the Principal Ethics Officer or their delegate, under the overall direction of the Chief Ethics Officer. They are also expected to work across functional boundaries as assigned by the Principal Ethics Officer from time to time.

3. Scope of Services

Specific responsibilities include but are not limited to: 1. Conducting research of the rules and practice of major jurisdictions, the United Nations system and Multilateral Development Banks governing unsatisfactory/inappropriate behaviour and misconduct, the fact-finding investigation of such conduct and the resulting managerial, administrative and disciplinary measures. 2. Conducting research of ethics-related jurisprudence at the national and international level in relation to the rules and practice referred to in paragraph 1 above and their implementation. 3. Providing support to the preparation and organization of ethics events, including the 2025 Annual Conference of the Ethics Network of Multilateral Organisations (ENMO) and the 2025 Annual Conference of International Investigators (CII), both at the Headquarters of AIIB. 4. Assisting senior Ethics Officers develop internal manuals, handbooks, guidelines and templates in order to enhance the efficiency and consistency of the work of the Ethics Office. 5. Assisting senior Ethics Officers in the delivery of advisory services, trainings, investigations, and policy initiatives, including the preparation of the related advice, training materials, investigation reports and draft policies. 6. Contributing to the development of the Office’s knowledge management and case management systems. 7. Undertaking any other tasks assigned by the Principal Ethics Officer, as may be required by the exigencies of the work of the Office.

4. Consultancy Output / Deliverables

The selected consultants are expected to serve the purposes as provided in seven assignments listed in Scope of Services, including research products, drafting investigation and other reports and the organization of ethics events.

Qualification Requirement

1. Excellent command of English. 2. Strong analytical skills and excellent legal drafting, advisory and organizational abilities. 3. Ability to collaborate effectively in an international, multicultural environment. 4. Advanced degree in law (preferably international law, human rights law, employment law, or international civil service law), criminal justice and investigation, employee relations, organizational psychology or a related field of study such as public policy. 5. Relevant research and work experience is preferred. Students enrolled in advanced programmes (Master, PhD, etc.) with limited experience may be considered for junior positions.
