OBJECTIVES OF THE PROGRAMME

To provide leadership and vision in the WHO African Region, to facilitate planning, programming, implementation, monitoring and evaluation of ULC activities and support and promote research activities. The cluster will develop strategic partnerships to enhance resource mobilization for ULC and implement innovative methods to scale up ULC activities in countries of the region.

DESCRIPTION OF DUTIES

Update work plans including planned costs in GSM; Raise or revise work plan funding requests; Initiate setting up of HR plans, identify and include positions, update position parameters and submit for approval; Initiate mapping of positions to task and awards; Complete Award Activation, Distribution and Amendment requests; Develop/revise award budgets; Monitor expenditures against award budgets, project funding, award distributions, and PB allocations; and take timely actions for awards closure; Monitor and review staff costs in occupied, vacant positions and take necessary actions to avoid OLDs; Monitor staff and consultants contracts and alert for timely actions; Follow up on cancellation of encumbrances in relation to travel costs and procurement of goods and services and timely closure of Purchase Orders (PO); Provide administrative assistance (scheduling, correspondence, document preparation, meetings preparation including logistic arrangements, issuance of Travel requests and Requisitions for procurement and contracts in GMS) as needed to the professional staff of RDO; Provide support for Procurement and Assets management; Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education or equivalent technical training or commercial education with specialization in accounting, budgeting or finance.
Desirable: Training in budget or finance within WHO system.

Experience

Essential: At least eight (8) years working experience with at least three (3) years inclusive of responsible work in finance, budgeting and/or accounting activities.
Desirable: Experience working in more than one programmatic or administrative areas of WHO would be an asset

Skills

Ability to plan, organize, coordinate and implement inputs from several sources; Ability to provide financial analytical reports, using appropriate software; to interpret financial rules and regulations; and to establish and maintain effective working relationships with people of different national and cultural backgrounds; Thorough knowledge of secretarial skills including proven typing ability; Excellent interpersonal skills and ability to deal with staff at all levels; Knowledge of protocol; Awareness of WHO rules and regulations, policies and procedures. Tact, discretion and ability to keep information confidential are essential. Incumbent is also expected to maintain computer skills in Word, Excel, Outlook, PowerPoint and the Global Management System (GSM).

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XAF 11,368,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
